【摘要】： 芬蘭在19世紀(jì)初從瑞典手中轉(zhuǎn)入俄羅斯帝國(guó)的版圖,1917年革命后獲得獨(dú)立。20世紀(jì)30年代后期,蘇聯(lián)開(kāi)始重新思考將芬蘭納入自己的勢(shì)力范圍。通過(guò)1939年的莫斯科談判與隨后的蘇芬戰(zhàn)爭(zhēng),蘇聯(lián)初步達(dá)到控制芬蘭的目的。針對(duì)芬蘭加強(qiáng)與德國(guó)合作的趨勢(shì),蘇聯(lián)一方面嘗試與德國(guó)協(xié)調(diào)強(qiáng)化對(duì)芬蘭的控制,另一方面在與德國(guó)的外交斡旋中將芬蘭問(wèn)題作為德國(guó)對(duì)蘇政策的試金石。但蘇聯(lián)在1940年11月柏林談判中收效甚微。衛(wèi)國(guó)戰(zhàn)爭(zhēng)的爆發(fā)使蘇聯(lián)轉(zhuǎn)而向西方盟國(guó)謀取其對(duì)芬政策的國(guó)際認(rèn)同,蘇聯(lián)的態(tài)度明顯呈現(xiàn)出階段性,在第一階段較為積極,強(qiáng)調(diào)包括芬蘭問(wèn)題在內(nèi)的蘇聯(lián)邊界問(wèn)題必須盡快解決;在第二階段蘇聯(lián)持暫時(shí)擱置問(wèn)題的態(tài)度,將立足點(diǎn)放到戰(zhàn)場(chǎng)形勢(shì)的變化上。蘇聯(lián)外交思路的調(diào)整適應(yīng)了新形勢(shì)的需要。強(qiáng)大的戰(zhàn)場(chǎng)優(yōu)勢(shì)最終使蘇聯(lián)以己方框架為基礎(chǔ),解決了芬蘭問(wèn)題。在此過(guò)程中蘇聯(lián)的外交行為體現(xiàn)了某種程度的帝國(guó)思想。
[Abstract]:The territory of Finland, which was transferred from Sweden to the Russian Empire in early 19th century, gained independence after the revolution in 1917, and became independent in the late 30s of the 20th century. The Soviet Union began to rethink the idea of including Finland in its sphere of influence. Through the Moscow talks in 1939 and the subsequent Sufen War, the Soviet Union initially achieved its goal of controlling Finland. In view of the trend of Finland's strengthening cooperation with Germany, On the one hand, the Soviet Union tried to strengthen its control of Finland in coordination with Germany. On the other hand, Finland was used as a litmus test of Germany's policy toward the Soviet Union in its diplomatic mediation with Germany. But the Soviet Union had little success in the Berlin negotiations on November 1940. The outbreak of the Patriotic War led the Soviet Union to turn to its Western allies for it. The international recognition of the Finnish policy, The attitude of the Soviet Union was obviously phased and was more active in the first stage. It stressed that the Soviet border issue, including the Finnish issue, must be resolved as soon as possible; in the second stage, the Soviet Union held an attitude of shelving the issue for the time being. The Soviet Union adjusted its diplomatic thinking to meet the needs of the new situation. The powerful battlefield superiority finally enabled the Soviet Union to base itself on its own framework. The Finnish problem was solved. In the process, Soviet diplomacy embodied a certain degree of imperial thought.
