【摘要】： 20世紀(jì)70年代初,冷戰(zhàn)中一次非同尋常的國(guó)際會(huì)議—“歐洲安全與合作會(huì)議”在東西方兩大陣營(yíng)對(duì)抗的環(huán)境中被發(fā)起、醞釀以至成功召開(kāi)。這次會(huì)議發(fā)端于60年代整個(gè)國(guó)際環(huán)境的大“緩和”,蘇聯(lián)為鞏固自己在歐洲的利益,并在與美國(guó)的對(duì)抗中搶得先機(jī)提議召開(kāi)了這次會(huì)議�？傮w趨向“緩和”的國(guó)際環(huán)境使得蘇聯(lián)能夠與西方陣營(yíng)展開(kāi)長(zhǎng)時(shí)間的討論和談判,并最終在蘇聯(lián)做出妥協(xié)的基礎(chǔ)上達(dá)成了召開(kāi)這次會(huì)議的意向。自1972年11月22日在赫爾辛基召開(kāi)籌備會(huì)議到1975年8月1日簽署最終決議案,在將近3年的會(huì)議中,兩大陣營(yíng)圍繞一些核心問(wèn)題展開(kāi)了激烈的交鋒,最終在相互妥協(xié)的基礎(chǔ)上達(dá)成“最終決議案”。雖然這份決議案不具國(guó)際法效力,也沒(méi)能在日后得到徹底的執(zhí)行,但在會(huì)議的籌備和舉行乃至后續(xù)過(guò)程中,蘇聯(lián)與西方陣營(yíng)之間的外交往來(lái)亦可作為我們研究這一時(shí)期蘇聯(lián)外交和國(guó)際關(guān)系的寶貴資源。本文就將通過(guò)回顧歐安會(huì)議召開(kāi)的前前后后,來(lái)評(píng)述這一時(shí)期的蘇聯(lián)外交和國(guó)際關(guān)系的一些特點(diǎn)。
[Abstract]:In early 1970s, an extraordinary international conference during the cold war, the Conference on Security and Cooperation in Europe, was launched in an environment of confrontation between the East and the West. The meeting began in 60s with the great "relaxation" of the entire international environment, and the Soviet Union consolidated its interests in Europe. The general international environment towards "detente" enabled the Soviet Union to engage in prolonged discussions and negotiations with the Western camp. The intention to convene the conference was finally reached on the basis of the Soviet compromise. The final resolution was signed on August 1st 1975 from a preparatory conference held in Helsinki on November 22nd 1972. After nearly three years of meetings, the two camps clashed over a number of core issues, culminating in a "final resolution" based on mutual compromise, although it had no international law effect. Nor has it been fully implemented in the future, but in the preparation and holding of the Conference and even in the follow-up process. Diplomatic exchanges between the Soviet Union and the Western camp can also serve as a valuable resource for us to study Soviet diplomacy and international relations during this period. To comment on some characteristics of Soviet diplomacy and international relations during this period.
