【摘要】：20世紀初,美國的"滿洲開發(fā)計劃"跨越了晚清和民國兩個中國社會轉型的重要歷史關口,從醞釀、實施到最終破產,幾經波折,其實際執(zhí)行者美國遠東司代理司長、四國銀團總代表司戴德在該計劃失敗后仍試圖鼓動美國銀行家對中國東北投資。司戴德克拉克大學演講通過對中國借款過程的梳理,詳細剖析了該計劃的波折及成因,并重點闡述了美國"滿洲開發(fā)計劃"及其戰(zhàn)略價值,推行該計劃所需解決的關鍵問題以及該計劃與美國銀行家的機遇等問題,真實再現(xiàn)了他試圖鼓動美國銀行家投資中國東北,重拾"滿洲開發(fā)計劃",力主發(fā)展美國對華貿易,強勢進軍遠東的愿望。
