【摘要】： 中文摘要:人口老齡化是21世紀各國面臨的難題之一,能否妥善解決好老年福利保障問題關(guān)系到社會的健康發(fā)展。在里根之前的美國老年福利保障主要追求社會公平,但隨著經(jīng)濟危機的出現(xiàn)和保障制度自身存在問題的凸現(xiàn),使得原有的保障制度無法再繼續(xù)執(zhí)行下去。里根上臺,開始強調(diào)效率優(yōu)先兼顧公平,對老年福利保障制度進行改革。本文主要通過探討改革的背景、內(nèi)容及影響從而達到科學分析和評價的目的,以期有助于我國正在建設(shè)的社會保障制度。
[Abstract]:Chinese Abstract: population aging is one of the problems faced by countries in twenty-first Century, can properly solve the social welfare issues related to the healthy development of the society. Before Reagan the elderly welfare is mainly the pursuit of social justice, but with the emergence of economic crises and the problem of the system itself, the system cannot guarantee continue. Reagan took office, began to emphasize the efficiency and fairness, to reform the social welfare system. This paper mainly through the reform of the background, content and impact so as to achieve the scientific analysis and evaluation, in order to help China is building the social security system.
