【摘要】：德意志帝國(guó)是德國(guó)歷史發(fā)展的重要階段,它使一個(gè)統(tǒng)一的德國(guó)登上了近代歐洲及世界歷史的舞臺(tái),它也使德國(guó)的政治現(xiàn)代化進(jìn)入一個(gè)新的階段。德意志帝國(guó)時(shí)期的政治現(xiàn)代化在取得一定成就的同時(shí),也凸顯出一種自反性的特點(diǎn):原本推動(dòng)政治現(xiàn)代化前進(jìn)的一些力量、因素以及在這一過(guò)程中所取得的一些成果,隨著歷史的前進(jìn),逐漸成為德意志帝國(guó)在政治現(xiàn)代化道路上繼續(xù)前進(jìn)的阻礙。政治現(xiàn)代化的創(chuàng)造者和某些成果反而阻礙了政治現(xiàn)代化的繼續(xù)前進(jìn)。 這種特點(diǎn)主要表現(xiàn)在容克貴族促成德意志帝國(guó)統(tǒng)一和建立、并開(kāi)啟德意志帝國(guó)政治現(xiàn)代化的同時(shí),其保守性也越來(lái)越顯露出來(lái);實(shí)現(xiàn)了普選制下的政黨政治卻不能實(shí)現(xiàn)徹底的議會(huì)民主制;依然保留了君主制及其所擁有的巨大權(quán)力。這種自反性特點(diǎn)是由德意志帝國(guó)所處的地理位置及其引起的地緣政治、德國(guó)長(zhǎng)期分裂的歷史事實(shí)、君主制延續(xù)的歷史選擇與歷史必然、德國(guó)的極端國(guó)家主義、民族主義、軍國(guó)主義等政治文化傳統(tǒng)、德意志帝國(guó)時(shí)期的經(jīng)濟(jì)、社會(huì)繁榮賦予了帝國(guó)政權(quán)合法性等諸多因素造成的。這種特點(diǎn)在帝國(guó)結(jié)束后仍然影響著德國(guó)的歷史,它造成了魏瑪共和國(guó)時(shí)期以《魏瑪憲法》為代表的短暫的高度民主光輝,也使得反政治現(xiàn)代化的一面愈演愈烈,最終導(dǎo)致了魏瑪共和國(guó)的崩潰和納粹第三帝國(guó)的誕生。
[Abstract]:The German Empire was an important stage in the development of German history. It made a unified Germany on the stage of modern European and world history. It also made the political modernization of Germany enter a new stage. The political modernization of the German Reich made some achievements at the same time. It also highlights a reflexive feature: some of the forces, factors and achievements made in the process of promoting political modernization advance with the development of history. It has gradually become an obstacle for the German Reich to continue to advance on the road of political modernization, and the creators and some achievements of political modernization have hindered the progress of political modernization. This kind of characteristic mainly displays in Juncker aristocrat promotes the German Reich unification and the establishment, and opens the German Reich political modernization, at the same time its conservatism also displays more and more; The party politics under the universal election system can not realize the complete parliamentary democracy; Still retained the monarchy and its great power. This reflexivity is the geographical position of the German Reich and the geopolitics caused by it, the historical fact that Germany has been divided for a long time. The historical choice and historical necessity of the continuation of the monarchy, the political and cultural traditions of extreme nationalism, nationalism and militarism in Germany, and the economy of the German Reich period. Social prosperity gave legitimacy to the imperial regime and many other factors. This feature still affects the history of Germany after the end of the empire. It caused a short period of high democratic brilliance represented by Weimar Constitution in the period of Weimar Republic, and it also made the anti-political modernization more and more intense. It eventually led to the collapse of the Weimar Republic and the birth of the third Nazi Reich.
