【摘要】：關(guān)于美國(guó)中情局，有大量歷史性、揭秘性資料，但較多集中在對(duì)其組織人員、活動(dòng)情況方面，專門研究其對(duì)華活動(dòng)的成果并不多見(jiàn)；而關(guān)于美國(guó)政策的研究較多，但將中情局活動(dòng)與美國(guó)制定和實(shí)施對(duì)華政策相互結(jié)合的研究并不多見(jiàn)，，而結(jié)合對(duì)其未來(lái)發(fā)展趨勢(shì)的預(yù)判為我國(guó)家安全工作提出建議的研究更為少見(jiàn)。 本文首先梳理了中情局的背景情況，從構(gòu)想創(chuàng)建、發(fā)展壯大、陷入低谷、復(fù)興重振的歷史演變過(guò)程，并介紹冷戰(zhàn)時(shí)期中情局的情報(bào)搜集、情報(bào)分析、情報(bào)協(xié)調(diào)、秘密行動(dòng)等一系列機(jī)構(gòu)職能和活動(dòng)手法。 隨后，本文綜合分析了冷戰(zhàn)時(shí)期，在美國(guó)對(duì)外戰(zhàn)略的指引下，中情局通過(guò)情報(bào)搜集、分析研判、秘密行動(dòng)等手法，對(duì)美國(guó)對(duì)外對(duì)華政策的決策產(chǎn)生了重要影響，同時(shí)也成為美國(guó)對(duì)外對(duì)華政策的重要執(zhí)行者。文章通過(guò)分析這些活動(dòng)的情況、中情局首腦的地位、中情局在國(guó)內(nèi)外影響力，結(jié)合一些實(shí)例，試圖闡述總統(tǒng)與中情局首腦的關(guān)系、對(duì)中情局的信任程度、總統(tǒng)直接指揮中情局活動(dòng)、中情局繞過(guò)國(guó)會(huì)對(duì)總統(tǒng)決策產(chǎn)生影響的情況；以及中情局通過(guò)國(guó)會(huì)議員、參謀長(zhǎng)聯(lián)席會(huì)議、美國(guó)國(guó)家安全委員會(huì)等途徑，對(duì)美國(guó)對(duì)華政策產(chǎn)生影響的方式。 綜合上述研究成果，本文對(duì)中情局在美國(guó)對(duì)華政策制定和執(zhí)行上的得失進(jìn)行了綜合分析，評(píng)價(jià)了其對(duì)美國(guó)外交的影響，并分析了其失誤之處和美國(guó)政治體制的關(guān)聯(lián)。隨后，文章對(duì)中情局的新時(shí)期面臨形勢(shì)和未來(lái)地位變化趨勢(shì)作出了研判，分析了在大數(shù)據(jù)新時(shí)代，中情局如何沿用和變革冷戰(zhàn)活動(dòng)手法，采取何種新手法，以及對(duì)中國(guó)國(guó)家安全可能產(chǎn)生的新影響。最后，文章提出關(guān)于我國(guó)如何在新時(shí)期因應(yīng)其活動(dòng)手法的對(duì)策建議。
