【摘要】：中國在非洲的出現(xiàn)是當(dāng)代政治領(lǐng)域中最具爭(zhēng)議的話題之一,它給亞洲和非洲帶來巨大的影響,并逐步改變著世界格局。中國近三十年的發(fā)展對(duì)國際關(guān)系有著深刻的影響并改變了其原有的性質(zhì)。中非關(guān)系的核心問題,是中國是否主要對(duì)確保獲取與囤積非洲豐富但有限的自然資源,從而成為一個(gè)新的殖民強(qiáng)權(quán);還是對(duì)非洲自西方殖民時(shí)代以來長期忽視的基礎(chǔ)設(shè)施建設(shè)、貧困陷阱與邊緣化,從而為非洲提供了一個(gè)可以信賴的解決方案。學(xué)者與非洲政策的制訂者們當(dāng)中存在明顯分歧,而財(cái)政數(shù)字缺乏透明度、保密性以及無意遵守發(fā)展援助委員會(huì)、世界銀行和其他傳統(tǒng)援助機(jī)構(gòu)的相關(guān)規(guī)定等方面的問題,更使得這種分歧持續(xù)不斷。中國的不干涉政策也經(jīng)常招致猛烈批評(píng),不少人將其視為中國只顧自己的利益而資助非洲流氓政府而賦予其全權(quán)委托,而一些非洲的決策者則認(rèn)為中國直接或間接地導(dǎo)致非洲的去工業(yè)化。本文試圖評(píng)價(jià)這些關(guān)于中國在非洲的存在所持的贊成或反對(duì)的看法,指出中非關(guān)系不應(yīng)該基于一般論者錯(cuò)置的假設(shè),而應(yīng)該從歷史起源的角度予以分析。中非之間的聯(lián)合關(guān)系在中國成為迅猛增長的經(jīng)濟(jì)體之前已經(jīng)開始。將中國在非洲的存在僅僅視為為其工業(yè)基礎(chǔ)提供能源的流行觀點(diǎn)忽視了中非關(guān)系的基石。從中國與非洲而不是西方的視角,本文發(fā)現(xiàn)中國與非洲各國政府鍛造的不可分割、日益緊密的聯(lián)結(jié),其背后的驅(qū)動(dòng)力量是雙方不容否認(rèn)的相互需求,即各自對(duì)可以承擔(dān)得起的商品與技術(shù),以及現(xiàn)代化對(duì)原料與資本的需求。本文并具體研究中非之間的援助,貿(mào)易和共同發(fā)展問題,提出了一些針對(duì)在非洲大地上中非合作帶來的政治和自然環(huán)境的影響建議采取的一些切實(shí)可行的辦法。南南合作需要表達(dá)南南自身的立場(chǎng),而不是聽命于南南合作框架之外的其他敵對(duì)聲音。
