20世紀(jì)以來,區(qū)域事務(wù)的動(dòng)態(tài)變化促使各國(guó)建立區(qū)域機(jī)構(gòu)。起初,亞太地區(qū)的理念被引入到解決地區(qū)秩序問題上。后來,中印平行崛起,初步形成了擴(kuò)大印度-太平洋概念的構(gòu)想。國(guó)際社會(huì)各國(guó),特別是美國(guó)、日本、澳大利亞和印度,不僅在該地區(qū),甚至在國(guó)際社會(huì),承認(rèn)對(duì)抗中國(guó)日益增長(zhǎng)的影響力和主導(dǎo)地位。因此,四國(guó)在21世紀(jì)開始采取迄今為止的言辭措施和政策來落實(shí)所謂的印度-太平洋概念。然而,這一概念在幾個(gè)方面的明確性尚未得到確認(rèn):印度-太平洋戰(zhàn)略的決策形成,形式、目標(biāo)、實(shí)施過程、領(lǐng)導(dǎo)、成員和結(jié)構(gòu)。直到今天,這些國(guó)家只能保證其在印度-太平洋地區(qū)創(chuàng)造自由、開放、安全、平衡和穩(wěn)定的貿(mào)易環(huán)境構(gòu)想。這項(xiàng)研究發(fā)現(xiàn),印度-太平洋的概念是由四國(guó)提出的,以確保其戰(zhàn)略利益。美國(guó)一直試圖將其遏制戰(zhàn)略應(yīng)用于不斷崛起的中國(guó),中國(guó)不斷挑戰(zhàn)其全球?qū)嵙Φ匚?并在各地區(qū)擴(kuò)大影響力。與美國(guó)一樣,印度也意識(shí)到中國(guó)在該地區(qū)的單邊優(yōu)勢(shì)。因此,與以往不同的是,印度有望對(duì)崛起做出回應(yīng),因?yàn)橹袊?guó)的崛起有可能遏制印度的力量。至于日本這個(gè)國(guó)家的地位與印度相似,但是日本更加傾向于強(qiáng)調(diào)海上安全;太平洋和印度洋。最后,對(duì)于澳大利亞來說,它是一個(gè)積極看待印度-太平洋概念的...
