雖然中國(guó)被稱(chēng)為“新興援助者”,然而中國(guó)于1950就參與了對(duì)外援助的嘗試,近二十年其對(duì)外援助的力度和范圍正在不斷加大和拓展,這才成為了許多外國(guó)學(xué)者的研究熱點(diǎn)。然而,中國(guó)官方幾乎不公布對(duì)外援助的具體數(shù)字,其可查的公開(kāi)信息較為有限。截止本論文完成前,國(guó)務(wù)院新聞辦公室分別于2011年、2014年發(fā)布了兩份白皮書(shū),在這兩份白皮書(shū)中,主要披露了對(duì)外援助金額總額、大體分類(lèi)等較為宏觀的信息,缺乏針對(duì)具體國(guó)家、具體年份的細(xì)分?jǐn)?shù)據(jù),這給中國(guó)對(duì)外援助的定量研究造成了一定困難。AidData于2017年10月建立了全球中國(guó)官方資助數(shù)據(jù)庫(kù)1.0版,本論文主要應(yīng)用其提供的數(shù)據(jù),基于2000-2014年來(lái)自5大洲127個(gè)國(guó)家的面板數(shù)據(jù)進(jìn)行了實(shí)證研究。前人針對(duì)對(duì)外援助的研究主要包括三個(gè)方面。其一,關(guān)注對(duì)外援助的績(jī)效。其二,關(guān)注對(duì)外援助的決定因素。其三,關(guān)注援助競(jìng)爭(zhēng)帶來(lái)的影響。本文的研究范疇屬于第二類(lèi)。在這三類(lèi)中,發(fā)達(dá)國(guó)家作為援助者的對(duì)外援助研究占了絕大多數(shù),針對(duì)“新興援助者”的研究最近開(kāi)始興起,但是針對(duì)中國(guó)在全球范圍內(nèi)的對(duì)外援助實(shí)證研究極少,本論文對(duì)補(bǔ)足該研究領(lǐng)域的空白有重要作用。由于中國(guó)的對(duì)外援助研究較少,學(xué)術(shù)界針...
