雖然中國被稱為“新興援助者”,然而中國于1950就參與了對外援助的嘗試,近二十年其對外援助的力度和范圍正在不斷加大和拓展,這才成為了許多外國學(xué)者的研究熱點(diǎn)。然而,中國官方幾乎不公布對外援助的具體數(shù)字,其可查的公開信息較為有限。截止本論文完成前,國務(wù)院新聞辦公室分別于2011年、2014年發(fā)布了兩份白皮書,在這兩份白皮書中,主要披露了對外援助金額總額、大體分類等較為宏觀的信息,缺乏針對具體國家、具體年份的細(xì)分?jǐn)?shù)據(jù),這給中國對外援助的定量研究造成了一定困難。AidData于2017年10月建立了全球中國官方資助數(shù)據(jù)庫1.0版,本論文主要應(yīng)用其提供的數(shù)據(jù),基于2000-2014年來自5大洲127個國家的面板數(shù)據(jù)進(jìn)行了實證研究。前人針對對外援助的研究主要包括三個方面。其一,關(guān)注對外援助的績效。其二,關(guān)注對外援助的決定因素。其三,關(guān)注援助競爭帶來的影響。本文的研究范疇屬于第二類。在這三類中,發(fā)達(dá)國家作為援助者的對外援助研究占了絕大多數(shù),針對“新興援助者”的研究最近開始興起,但是針對中國在全球范圍內(nèi)的對外援助實證研究極少,本論文對補(bǔ)足該研究領(lǐng)域的空白有重要作用。由于中國的對外援助研究較少,學(xué)術(shù)界針...
