本文試圖系統(tǒng)地分析和探索奧巴馬政府的反恐策略�！�9.11”事件發(fā)生后,布什政府將反恐上升為首要任務(wù),先后發(fā)動了阿富汗戰(zhàn)爭和伊拉克戰(zhàn)爭。反恐戰(zhàn)爭不僅使美國付出了巨大的經(jīng)濟代價,也使美國深陷戰(zhàn)爭泥潭。在這種情況下,奧巴馬在執(zhí)政后迅速調(diào)整反恐策略,摒棄布什政府的“反恐戰(zhàn)爭”概念,簽署了新的《國家反恐戰(zhàn)略》。此外,奧巴馬政府通過將戰(zhàn)略重點東移,整合各方資源打擊長期盤踞在阿富汗和巴基斯坦的“基地”組織。2013年,奧巴馬贏得連任,但同時也面臨極端暴力武裝組織“伊斯蘭國”所帶來的新威脅。奧巴馬政府的反恐戰(zhàn)略深深地影響著本土安全,中國安全乃至全世界的安全。本文分為四章進行分析。第一章分析奧巴馬政府反恐策略提出的背景。國內(nèi)方面,布什政府長年的反恐戰(zhàn)爭使美國經(jīng)濟陷入赤字,美國經(jīng)濟已無力負擔如此巨額的支出。此外,布什政府先發(fā)制人和單邊的反恐戰(zhàn)略大大影響了美國在國際社會中的形象并削弱了其軟實力。隨后,文章分析了奧巴馬反恐戰(zhàn)略的調(diào)整。奧巴馬政府根據(jù)全球反恐形勢,提出了新的反恐理念用于指導(dǎo)反恐行動,更新了反恐途徑,提升了反恐戰(zhàn)略的靈活性、針對性已及有效性。反恐戰(zhàn)略不斷的調(diào)整和改善,呈現(xiàn)出對于理性認識,多元化方式...
