With the increasing implementation of the open-door policy since 1979, China’s relationship to the world has gradually been transforming from an independence model to an interdependence model. In the interdependence model, regional public issues are becoming important on the agenda for China and its neighbors. In the process of cooperative efforts by China and its neighbors to address regional public issues, many formal and informal multilateral institutions have been implemented. In this paper, these institutions are called zhoubian (peripheral) institutions.
