【摘要】： 改革開放以來,中國(guó)日益成為有著重要影響力的世界大國(guó)。當(dāng)今世界的中國(guó)比以往任何時(shí)候都更需要有獨(dú)具中國(guó)特色的對(duì)外戰(zhàn)略,以解決中國(guó)在和平發(fā)展過程中凸顯的各種矛盾和問題。在此背景下,“和諧世界”理念應(yīng)運(yùn)而生�！昂椭C世界”外交理念是以胡錦濤總書記為代表的新一代中央領(lǐng)導(dǎo)集體對(duì)我國(guó)外交政策的新概括,是指導(dǎo)我國(guó)外交工作的新方針。它吸取了“和而不同”、“兼愛”、“非攻”等中國(guó)幾千年傳統(tǒng)文化精髓,以“民主、和睦、公正、包容”為內(nèi)涵,是對(duì)“和平共處五項(xiàng)原則”、鄧小平“和平與發(fā)展”理論及江澤民外交思想的繼承與發(fā)展。指導(dǎo)外交方向的“和諧世界”與內(nèi)政領(lǐng)域的“和諧社會(huì)”互為表里,共同構(gòu)成了新時(shí)期我國(guó)戰(zhàn)略指導(dǎo)思想的核心內(nèi)容。當(dāng)前世界形勢(shì)不斷發(fā)展變化,和平大環(huán)境得到有效改善,世界各國(guó)對(duì)美式民主模式的再思考,非洲、拉美以及“金磚四國(guó)”等廣大發(fā)展中國(guó)家重新煥發(fā)生機(jī)與活力,這些都為和諧世界的實(shí)現(xiàn)創(chuàng)造了現(xiàn)實(shí)可能性。但由于全球環(huán)境惡化、貧富差距變大、文明沖突加劇、恐怖主義盛行、核武器威脅等問題,給和諧世界的構(gòu)建制造了一些障礙。為此,我們必須遵循:堅(jiān)持多邊主義、樹立新安全觀、建立國(guó)際政治經(jīng)濟(jì)新秩序、尊重文明多樣性等幾大基本原則。積極構(gòu)建同美國(guó)、歐盟、俄羅斯等世界重要國(guó)家及地區(qū)的和諧關(guān)系,營(yíng)造睦鄰和諧環(huán)境。以構(gòu)建和諧世界的實(shí)際行動(dòng)為契機(jī),全面駁斥“中國(guó)威脅論”。全面推動(dòng)建設(shè)和諧世界,既是我們堅(jiān)持走和平發(fā)展道路的必然要求,也是我們實(shí)現(xiàn)和平發(fā)展的重要條件。我們?cè)概c世界各國(guó)人民一道,努力建設(shè)持久和平、共同繁榮的和諧世界。
[Abstract]:Since the reform and opening up, China has become an important influence of the world power.More than ever in the world today China needs a unique foreign strategy with Chinese characteristics in order to solve the contradictions and problems highlighted by China in the process of peaceful development.In this context, the concept of "harmonious world" came into being.The concept of "harmonious world" diplomacy is a new summary of China's foreign policy by a new generation of central leading collective represented by General Secretary Hu Jintao, and a new guideline to guide our foreign affairs.It has absorbed the essence of thousands of years of Chinese traditional culture, such as "harmony but difference", "both love" and "non-attack", and takes "democracy, harmony, justice and tolerance" as its connotation. It is a response to the "five principles of peaceful coexistence."Deng Xiaoping's Theory of Peace and Development and the inheritance and Development of Jiang Zemin's diplomatic thought.The "harmonious world" guiding the direction of diplomacy and the "harmonious society" in the field of internal affairs constitute the core content of our country's strategic guiding ideology in the new period.The current world situation is constantly developing and changing, the general environment for peace has been effectively improved, the countries in the world have reconsidered the American democratic model, and the vast number of developing countries such as Africa, Latin America and the "BRIC" countries have renewed vitality and vitality.All these have created the realistic possibility for the realization of the harmonious world.However, due to the deterioration of the global environment, the widening gap between the rich and the poor, the intensification of civilization conflicts, the prevalence of terrorism and the threat of nuclear weapons, some obstacles have been created for the construction of a harmonious world.Therefore, we must adhere to the following basic principles: adhere to multilateralism, establish a new security concept, establish a new international political and economic order, and respect the diversity of civilizations.Actively build harmonious relations with the United States, the European Union, Russia and other important countries and regions in the world, and create a harmonious environment for good neighborliness.Taking the practical action of building a harmonious world as an opportunity, the theory of China threat is refuted in an all-round way.Promoting the construction of a harmonious world in an all-round way is not only an inevitable requirement for us to adhere to the road of peaceful development, but also an important condition for our peaceful development.We are willing to work with the peoples of the world to build a harmonious world of lasting peace and common prosperity.
