浙江省富陽市基層統(tǒng)計體制改進的案例研究

【摘要】：隨著社會主義市場經(jīng)濟體制的日臻完善，現(xiàn)行的計劃經(jīng)濟模式下形成的統(tǒng)計體制還不能很好地滿足宏觀決策部門和社會公眾等各方面的需要，現(xiàn)行統(tǒng)計體制的弊端越來越大，，急需改革已經(jīng)形成共識。統(tǒng)計體制改革就是改革統(tǒng)計與政府的關(guān)系、統(tǒng)計與公眾的關(guān)系、統(tǒng)計主體之間的關(guān)系，重新確定各統(tǒng)計主體的權(quán)利、義務(wù)和行為準則。中國現(xiàn)行統(tǒng)計系統(tǒng)中，縣級基層統(tǒng)計機構(gòu)發(fā)揮著承上啟下的重要作用，既是基層統(tǒng)計調(diào)查的組織者，又是基層統(tǒng)計調(diào)查的執(zhí)行者，地位十分特殊，所以基層統(tǒng)計體制改革更顯得重要。本文所論述的基層統(tǒng)計體制，意是指縣及以下的統(tǒng)計體制，因為縣及以下的統(tǒng)計體制涉及的利益關(guān)系面相對較少，比較容易因地制宜實施符合當?shù)卣巍⒔?jīng)濟、社會的統(tǒng)計體制改進工作。 本文以一個基層統(tǒng)計工作者的立場，結(jié)合自己一線統(tǒng)計的工作環(huán)境，從基層統(tǒng)計體制的視角出發(fā)，以浙江省富陽市(縣級市)為例，對富陽統(tǒng)計體制的歷史現(xiàn)狀進行評析，深入研究富陽統(tǒng)計體制改進的現(xiàn)有進展和取得的成績，并指出在基層統(tǒng)計體制改進過程中還存在法制建設(shè)不完善、基礎(chǔ)建設(shè)不扎實、信息化建設(shè)不足等方面的不足。通過對富陽統(tǒng)計法制建設(shè)已有措施和成效的分析，指出在統(tǒng)計法律意識、統(tǒng)計執(zhí)法檢查等方面存在不足，需要進一步增強統(tǒng)計法制宣傳實效和加強統(tǒng)計稽查力量；著重對富陽統(tǒng)計基礎(chǔ)的做法和已有成效進行深入分析，指出在機構(gòu)設(shè)置、資源配置、職能界定等方面還需進一步完善；在對富陽統(tǒng)計信息化建設(shè)方面進行分析的過程中，提出制定統(tǒng)計信息化建設(shè)規(guī)劃、解決統(tǒng)計信息化建設(shè)資金、培養(yǎng)統(tǒng)計信息化專業(yè)人才、強化統(tǒng)計信息化綜合管理等可行性建議。 本文主要采用案例分析的方法，通過對浙江省富陽市基層統(tǒng)計體制改進的案例分析，從法制建設(shè)、基礎(chǔ)建設(shè)、信息化建設(shè)這三方面進行重點研究，重新審視了中國基層統(tǒng)計體制，總結(jié)出存在的問題和進一步的完善建議，結(jié)合統(tǒng)計體制改革的趨勢、創(chuàng)新以及規(guī)律，為中國基層統(tǒng)計體制改革提供借鑒經(jīng)驗。
[Abstract]:With the improvement of the socialist market economy system, the statistical system formed under the current planned economy model can not meet the needs of macro decision-making departments and the public, and the disadvantages of the current statistical system are becoming more and more serious. There is a consensus on the urgent need for reform. The reform of statistical system is to reform the relationship between statistics and the government, the relationship between statistics and the public, the relationship between statistical subjects, and the re-determination of the rights, obligations and codes of conduct of each statistical subject. In China's current statistical system, county-level grass-roots statistical institutions play an important role in connecting the above with the following. They are not only the organizers of grass-roots statistical surveys, but also the implementers of grass-roots statistical surveys, with a very special status. Therefore, the reform of the statistical system at the grass-roots level is more important. The grass-roots statistical system discussed in this paper refers to the statistical system of counties and below, because the statistical system of counties and below involves relatively few aspects of interest relations, and it is easier to implement local politics and economy according to local conditions. This paper deeply studies the existing progress and achievements in the improvement of Fuyang statistical system, and points out that there are still some shortcomings in the process of improving the statistical system at the grass-roots level, such as imperfect legal system construction, unsolid infrastructure construction, insufficient information construction, and so on. Based on the analysis of the existing measures and effects in the construction of Fuyang statistical legal system, it is pointed out that there are shortcomings in statistical legal consciousness and statistical law enforcement inspection, so it is necessary to further strengthen the effectiveness of statistical legal system propaganda and strengthen the statistical inspection force. This paper focuses on the in-depth analysis of the practice and effectiveness of Fuyang statistical foundation, and points out that it needs to be further improved in the aspects of organization setting, resource allocation, function definition and so on. In the process of analyzing the construction of Fuyang statistical informatization, this paper puts forward the formulation of statistical informatization construction plan, the solution of statistical informatization construction funds, and the training of statistical informatization professionals. Strengthening the comprehensive management of statistical information and other feasible suggestions. This paper mainly uses the method of case analysis, through the case analysis of the improvement of grass-roots statistical system in Fuyang City, Zhejiang Province, from three aspects: legal construction, infrastructure construction and information construction. This paper re-examines the statistical system at the grass-roots level in China, sums up the existing problems and suggestions for further improvement, and provides reference experience for the reform of the statistical system at the grass-roots level in China in the light of the trend, innovation and law of the reform of the statistical system.
