【摘要】：構(gòu)建和諧社會(huì)，重心在基層，基礎(chǔ)在社區(qū)。對(duì)于構(gòu)建和諧社區(qū)問(wèn)題的研究不僅是完善社區(qū)建設(shè)理論的需要，更為社區(qū)實(shí)踐所必須，具有積極的理論意義和現(xiàn)實(shí)意義。 在勝區(qū)是鄂爾多斯市經(jīng)濟(jì)、科技、文化、交通信息中心，是內(nèi)蒙古呼包鄂“金三角”的重要一極。近年來(lái)，東勝區(qū)圍繞打造城市核心區(qū)的目標(biāo)要求，依托資源區(qū)位優(yōu)勢(shì)和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整轉(zhuǎn)型升級(jí)，，經(jīng)濟(jì)和社會(huì)各項(xiàng)事業(yè)取得了令人矚目的成就，對(duì)城市社區(qū)建設(shè)和重視程度和投入力度亦是逐年加大。但是，由于歷史和現(xiàn)實(shí)原因，東勝區(qū)社區(qū)建設(shè)起步較晚，與快速發(fā)展的經(jīng)濟(jì)社會(huì)相比有所滯后，因此探索一條適應(yīng)東勝區(qū)和諧社區(qū)建設(shè)之路成為擺在面前的重要議題。 本文在明確界定社區(qū)的涵義、和諧社區(qū)的主要標(biāo)準(zhǔn)等相關(guān)概念的基礎(chǔ)上，結(jié)合東勝區(qū)實(shí)際，首先回顧了東勝區(qū)和諧社區(qū)建設(shè)的背景和實(shí)踐情況。東勝區(qū)的社區(qū)建設(shè)整體上取得了卓越的成績(jī)，但是還存在一些問(wèn)題，如發(fā)展不平衡，基礎(chǔ)設(shè)施不完善，與快速推進(jìn)的城市化不相造應(yīng)；社區(qū)職能行政化傾向嚴(yán)重，服務(wù)的社會(huì)化和專(zhuān)業(yè)化水平不高，尚不能滿足群眾多元化、多層次的物質(zhì)文化生活需求；群眾對(duì)社區(qū)的認(rèn)可度和參與程度不高，共建共享理念不深等問(wèn)題。本文采用文獻(xiàn)研究和實(shí)證研究相結(jié)合的方法，在理論與實(shí)踐結(jié)合的基礎(chǔ)上，對(duì)東勝區(qū)和諧社會(huì)建設(shè)中存在的問(wèn)題和原因進(jìn)行了深入分析，并且概括分析國(guó)內(nèi)外先進(jìn)地區(qū)和諧社會(huì)建設(shè)經(jīng)驗(yàn)，借鑒我國(guó)部分樣本城市和諧社區(qū)建設(shè)的經(jīng)驗(yàn)和啟示，對(duì)東勝區(qū)和諧社區(qū)建設(shè)提出對(duì)策建設(shè)。
[Abstract]:To build a harmonious society, the focus is on the grass-roots level, the foundation is in the community. The research on the construction of harmonious community is not only necessary to perfect the theory of community construction, but also necessary for community practice, and has positive theoretical and practical significance. The victorious area is an economic, scientific and technological, cultural, traffic information center in Ordos, and is an important pole of the Golden Triangle in Hubao, Inner Mongolia. In recent years, Dongsheng District has made remarkable achievements in various economic and social undertakings, focusing on the goal of building the urban core area, relying on the advantages of resource location and the restructuring and upgrading of the industrial structure. To the urban community construction and the degree of attention and investment is also increased year by year. However, due to historical and practical reasons, the community construction of Dongsheng District started late and lagged behind the rapid development of economy and society. Therefore, exploring a way to adapt to the construction of harmonious community in Dongsheng District has become an important issue in front of us. On the basis of clearly defining the meaning of community and the main standards of harmonious community, this paper reviews the background and practice of the construction of harmonious community in Dongsheng District in the light of the reality of Dongsheng District. The community construction of Dongsheng District has made remarkable achievements on the whole, but there are still some problems, such as unbalanced development, imperfect infrastructure, and rapid urbanization. The administrative tendency of community function is serious, the socialization and specialization level of service is not high, and it can not meet the needs of diversified and multi-level material and cultural life of the masses. The recognition and participation of the masses to the community is not high, and the concept of co-construction and sharing is not deep and so on. Based on the combination of theory and practice, this paper makes an in-depth analysis of the problems and reasons in the construction of a harmonious society in Dongsheng District by means of the combination of literature research and empirical research. It also generalizes and analyzes the experience of constructing harmonious society at home and abroad, draws lessons from the experience and enlightenment of harmonious community construction in some sample cities of our country, and puts forward some countermeasures to the construction of harmonious community in Dongsheng District.
