【摘要】：隨著人口老齡化速度的加快,我國城市老年人的養(yǎng)老問題日益突出,養(yǎng)老機(jī)構(gòu)、養(yǎng)老照護(hù)人員無法滿足老齡化背景下的養(yǎng)老照護(hù)需求,意味著我國正面臨著養(yǎng)老服務(wù)資源嚴(yán)重不足的挑戰(zhàn)。居家養(yǎng)老仍然是大部分老年人養(yǎng)老的首選,在此背景下,“時(shí)間銀行”互助養(yǎng)老方式作為居家養(yǎng)老的補(bǔ)充,其作用日益凸顯�！皶r(shí)間銀行”互助養(yǎng)老方式已受到廣泛關(guān)注,但目前“時(shí)間銀行”互助養(yǎng)老方式尚未很好地推進(jìn),可能存在結(jié)構(gòu)要素組成不明確、實(shí)施模式不清晰、志愿者缺乏等問題,特別是低齡老年人作為核心志愿群體的的作用未充分發(fā)揮,因此有必要對(duì)低齡老年人的意愿進(jìn)行探討,以期找出影響“時(shí)間銀行”互助養(yǎng)老方式發(fā)展的因素,并提出對(duì)策,提高低齡老年人的參與積極性。本研究在文獻(xiàn)復(fù)習(xí)和要素梳理的基礎(chǔ)上,以促進(jìn)低齡老年人參與“時(shí)間銀行”互助養(yǎng)老方式為目標(biāo),從低齡老年人的意愿入手,提出“時(shí)間銀行”互助養(yǎng)老方式的對(duì)策建議。研究過程包括五個(gè)階段:第一階段:文獻(xiàn)回顧。掌握國內(nèi)外“時(shí)間銀行”互助養(yǎng)老方式的研究進(jìn)展。第二階段:關(guān)鍵要素的梳理。開展實(shí)地調(diào)研結(jié)合文獻(xiàn)回顧,采用5W2H方法,梳理出“時(shí)間銀行”互助養(yǎng)老方式的關(guān)鍵要素,包括:參與地點(diǎn)、參與人群、服務(wù)時(shí)間、服務(wù)內(nèi)容、組織管理、資金支持。第三階段:調(diào)查問卷和訪談提綱的設(shè)計(jì)。以關(guān)鍵要素為框架,并咨詢專家對(duì)問卷?xiàng)l目的意見,逐條進(jìn)行修改,最終確立《“時(shí)間銀行”互助養(yǎng)老方式意愿調(diào)查問卷》和訪談提綱。第四階段:預(yù)調(diào)查,確定正式問卷和訪談提綱。對(duì)30位低齡老年人進(jìn)行預(yù)調(diào)查和訪談,以發(fā)現(xiàn)可能存在的問題,并進(jìn)一步修改,形成正式的問卷和訪談提綱。第五階段:正式問卷調(diào)查、訪談和數(shù)據(jù)分析。采用方便抽樣和隨機(jī)抽樣的方法,對(duì)浙江省杭州市五個(gè)主城區(qū)60-69歲397位低齡老人進(jìn)行問卷調(diào)查問卷,同時(shí)對(duì)利益相關(guān)者進(jìn)行訪談;結(jié)果顯示低齡老年人的參與意愿較高,利益相關(guān)者對(duì)“時(shí)間銀行”互助養(yǎng)老方式提出了意見與建議。根據(jù)調(diào)查結(jié)果并聯(lián)系實(shí)際,提出“時(shí)間銀行”互助養(yǎng)老方式的對(duì)策與若干方案建議,以更好地滿足低齡老年人的互助養(yǎng)老意愿。
[Abstract]:With the acceleration of the aging of the population, the old-age problem of the urban elderly in China is becoming more and more prominent. The old-age institutions and caregivers are unable to meet the needs of the elderly care under the background of the aging. It means that our country is facing the challenge of serious shortage of service resources for the aged. Home-based pension is still the first choice for most of the elderly, in this context, "time bank" mutual support as a supplement to the home-based pension, its role is increasingly prominent. "time bank" has received extensive attention, but at present, "time bank" mutual support pension mode has not been well promoted, there may be problems such as unclear composition of structural elements, unclear implementation mode, lack of volunteers, and so on. In particular, the role of the young elderly as a core voluntary group has not been fully brought into play, so it is necessary to explore the will of the young elderly, with a view to finding out the factors that affect the development of the "time bank" mutual support for the aged, and putting forward countermeasures, To improve the participation of the young elderly. Based on the review of the literature and the analysis of the factors, this study aims at promoting the participation of the young elderly in the "time bank" mutual pension mode, starting with the wishes of the young elderly, and puts forward some countermeasures and suggestions for the "time bank" mutual support pension mode. The research process consists of five stages: the first stage: literature review. Master the domestic and foreign "time bank" mutual aid pension mode research progress. The second stage: carding out the key elements. Field investigation combined with literature review, using 5W2H method, combed out the key elements of "time bank" mutual assistance pension, including: participating place, participating crowd, service time, service content, organization and management, financial support. The third stage: the design of questionnaire and interview outline. Taking the key elements as the framework and consulting the experts' opinions on the items of the questionnaire, this paper modifies the items one by one, and finally establishes the questionnaire and interview outline of the "time Bank" questionnaire on the willingness of Mutual Assistance to support the Old-age. Stage IV: pre-survey, identification of formal questionnaire and interview outline. A pre-survey and interview were conducted on 30 young elderly people in order to find out the possible problems and further modify them to form a formal questionnaire and interview outline. Stage V: formal questionnaire, interviews and data analysis. By means of convenient sampling and random sampling, 397 young people aged 60-69 years old in five main districts of Hangzhou City, Zhejiang Province, were investigated by questionnaire, and the stakeholders were interviewed at the same time. The results showed that the young elderly had a higher willingness to participate, and the stakeholders put forward suggestions and suggestions on the "time bank" mutual support pension mode. According to the survey results and with the reality, this paper puts forward the countermeasures and some suggestions of the "time bank" mutual support pension, in order to better satisfy the old people's mutual support will.
