非下崗類待業(yè)貧困工人的人力資本研究

【摘要】:國(guó)有企業(yè)在深化改革的過(guò)程中,按照市場(chǎng)經(jīng)濟(jì)的客觀規(guī)律進(jìn)行結(jié)構(gòu)調(diào)整、優(yōu)化組合,有些工人還未離開(kāi)本人的工作崗位,但由于企業(yè)經(jīng)營(yíng)不景氣等物質(zhì)原因,對(duì)于勞動(dòng)力市場(chǎng)而言,他們是“半失業(yè)者”,但又不同于一般失業(yè)者。他們還保留著與企業(yè)的勞動(dòng)關(guān)系,還保留著包括養(yǎng)老和醫(yī)療保險(xiǎn)等在內(nèi)的職工待遇。這類工人就是“非下崗類待業(yè)貧困工人”。社會(huì)關(guān)系網(wǎng)絡(luò)是指:“通過(guò)社會(huì)關(guān)系獲得的資本,這些資本可以是人力資本、文化資本、個(gè)人資源的占有等等,是期望在市場(chǎng)中得到回報(bào)的社會(huì)關(guān)系的投資”。在人力資本與社會(huì)關(guān)系網(wǎng)絡(luò)的關(guān)系研究中,科爾曼提出,社會(huì)關(guān)系網(wǎng)絡(luò)有助于人力資本的生產(chǎn)。聯(lián)系廣泛的父母和社會(huì)關(guān)系可以提高個(gè)人獲得好的教育、培訓(xùn)與技能、知識(shí)證書(shū)的機(jī)會(huì)。人力資本與社會(huì)關(guān)系網(wǎng)絡(luò)的關(guān)系,顧名思義應(yīng)該是人力特征與資本特征的結(jié)合,也就是指特定行為主體通過(guò)投入一定成本可以獲得的,并能夠?qū)崿F(xiàn)價(jià)值保值增值的,依附于個(gè)人身上的價(jià)值存量。本文將非下崗類待業(yè)貧困工人的人力資本定義為:非下崗類待業(yè)貧困工人在教育程度、職業(yè)技能和健康等方面的投資結(jié)果。根據(jù)這個(gè)定義,本文認(rèn)為,非下崗類待業(yè)貧困工人的人力資本提升應(yīng)該是:非下崗類待業(yè)貧困工人通過(guò)文化學(xué)習(xí)、技術(shù)培訓(xùn)、在職進(jìn)修及深造等方式,來(lái)提高其自身的人力資本存量。 本文從最基本的概念出發(fā),詮釋了“非下崗類待業(yè)貧困工人”、“人力資本”和“社會(huì)關(guān)系網(wǎng)絡(luò)”的價(jià)值內(nèi)涵,解釋了“人力資本”和“社會(huì)關(guān)系網(wǎng)絡(luò)”的互動(dòng)關(guān)系。通過(guò)大量實(shí)際的問(wèn)卷調(diào)查研究,分析了非下崗類待業(yè)貧困工人的人力資本提升障礙,包括幾點(diǎn):國(guó)家大的宏觀經(jīng)濟(jì)改制背景;非下崗類待業(yè)貧困工人的人力資本提升的傳統(tǒng)途徑分析;社會(huì)關(guān)系網(wǎng)絡(luò)對(duì)待業(yè)貧困工人的人力資本提升的影響分析。根據(jù)提升障礙的分析,進(jìn)而提出長(zhǎng)春市非下崗類待業(yè)貧困工人的人力資本提升的對(duì)策及建議,包括幾點(diǎn):加快國(guó)企改制,充分發(fā)揮政府在再就業(yè)工程中的宏觀決策者的職能;提升人力資本,使待業(yè)者中的多數(shù)人盡快充分就業(yè);提升社會(huì)資本,促進(jìn)人力資本的提升,盡快充分就業(yè)。
[Abstract]:In the process of deepening the reform, state-owned enterprises have carried out structural adjustments and optimized combinations in accordance with the objective laws of the market economy, and some workers have not yet left their jobs, but due to material reasons such as the sluggish operation of the enterprises, For the labour market, they are "semi-unemployed", but different from the average unemployed. They also retain labor relations with enterprises, including pension and health insurance, and other workers' treatment. This category of workers is "non-laid-off unemployed poor workers." Social network refers to: "Capital acquired through social relations, which can be human capital, cultural capital, possession of personal resources, etc., is the investment of social relations that expect returns in the market". In the study of the relationship between human capital and social network, Coleman suggested that social relationship network is helpful to the production of human capital. Connecting a wide range of parental and social relationships can improve individual access to good education, training and skills, knowledge certificates. The relationship between human capital and social relationship network, as the name implies, should be the combination of human and capital characteristics, that is to say, the specific behavior subject can be obtained by putting in a certain cost, and can realize the value preservation and appreciation, and the relationship between human capital and social relationship network should be the combination of human and capital characteristics. Through a large number of actual questionnaires, this paper analyzes the obstacles to the promotion of human capital of non-laid-off poor workers, including several points: the background of macro-economic restructuring of the country; The analysis of the traditional ways of promoting the human capital of non-laid-off poor workers and the influence of social network on the promotion of human capital of the unemployed poor workers. Based on the analysis of upgrading obstacles, this paper puts forward the countermeasures and suggestions for the promotion of human capital of non-laid-off poor workers in Changchun, including several points: speeding up the reform of state-owned enterprises and giving full play to the functions of macro-decision-makers of the government in re-employment projects; Promote the human capital, make the majority of the unemployed get full employment as soon as possible; promote the social capital, promote the promotion of the human capital, and get full employment as soon as possible.
