【摘要】：隨著社會主義市場經(jīng)濟體制的建立和不斷完善,經(jīng)濟體制改革的進一步深入,經(jīng)濟成分日趨復雜,經(jīng)濟主體呈現(xiàn)多元化趨勢,社會各界對統(tǒng)計信息的需求的層面和質(zhì)量提出了更高的要求。統(tǒng)計工作要適應社會發(fā)展對其提出的需要,充分發(fā)揮好統(tǒng)計的服務、咨詢和監(jiān)督等重大職能,我國的管理統(tǒng)計體制有待進一步完善,以更好地為國民經(jīng)濟和社會發(fā)展做出新的、更大的貢獻。筆者試圖通過對遼寧省統(tǒng)計管理體制的研究,以此作為突破口找出進一步完善我國統(tǒng)計管理體制的方法。采用文獻檢索法、歷史研究法、對比分析法和個案分析法對本課題進行了研究。通過研究發(fā)現(xiàn),遼寧省統(tǒng)計管理體制存在著依法行政和統(tǒng)計監(jiān)督乏力、協(xié)調(diào)統(tǒng)計資源能力不強、機構設置不合理、地方政府干預過多和數(shù)據(jù)源頭質(zhì)量低等問題。要解決這些問題充分發(fā)揮統(tǒng)計的職能和作用,需要從以下幾個方面來思考進一步完善統(tǒng)計管理體制的措施：必須依法開展和管理各項統(tǒng)計工作,考慮政府綜合統(tǒng)計與部門統(tǒng)計的關系問題,考慮重新配置統(tǒng)計資源的問題和考慮基礎統(tǒng)計隊伍的建設問題；應該采取加強統(tǒng)計法制建設和統(tǒng)計監(jiān)督職能,加大對部門統(tǒng)計管理與協(xié)調(diào)的力度,建立省以下垂直管理的統(tǒng)計調(diào)查機構和提高基層統(tǒng)計人員素質(zhì)和數(shù)據(jù)質(zhì)量這些措施來考慮進一步完善遼寧省統(tǒng)計管理體制。
[Abstract]:With the establishment and continuous improvement of the socialist market economy system and the further deepening of the reform of the economic system, the economic components are becoming more and more complex, and the economic subjects are showing the trend of diversification. The society from all walks of life to the statistical information demand the level and the quality has put forward the higher request. Statistical work should meet the needs of social development, give full play to the important functions of statistical services, consultation and supervision, and the management and statistical system of our country needs to be further improved in order to better create new ones for the national economic and social development. A greater contribution. By studying the statistical management system in Liaoning Province, the author tries to find a way to further improve the statistical management system in China. Literature retrieval method, historical research method, comparative analysis method and case analysis method were used to study this subject. Through the research, it is found that the statistical management system of Liaoning Province has some problems, such as weak administration according to law and statistical supervision, weak ability of coordinating statistical resources, unreasonable setup of institutions, excessive intervention of local governments and low quality of data sources. To solve these problems, to give full play to the functions and functions of statistics, we need to think about measures to further improve the statistical management system from the following aspects: we must carry out and manage all kinds of statistical work in accordance with the law. Consider the relationship between government comprehensive statistics and departmental statistics, consider the reallocation of statistical resources, and consider the construction of basic statistical teams; We should strengthen the construction of statistical legal system and the function of statistical supervision, and strengthen the management and coordination of statistics in the departments. In order to further perfect the statistical management system of Liaoning Province, we should establish the statistical investigation organization of vertical management under the province and improve the quality of the basic statisticians and the quality of data.
