【摘要】：自20世紀(jì)90年代以來,我國(guó)人口流動(dòng)形式開始發(fā)展轉(zhuǎn)變,由原來的分散型、跑單幫的流動(dòng)形式逐漸轉(zhuǎn)變?yōu)榧彝バ偷牧鲃?dòng)形式,且流動(dòng)的形式不再以“獨(dú)身外出”為主,而更多的人傾向于“舉家遷徙”的流動(dòng)形式。在流動(dòng)人口中,“家庭化”趨勢(shì)越來越明顯,而流動(dòng)兒童的規(guī)模也在逐漸擴(kuò)大。同時(shí),居無定所的流動(dòng)特征也會(huì)在一定程度上影響著流動(dòng)兒童的健康成長(zhǎng),其中包括生理因素和心理因素等不同的方面,這就成為了一個(gè)需要引起全社會(huì)高度關(guān)注的問題。社會(huì)工作服務(wù)也是一種公共服務(wù)產(chǎn)品,是現(xiàn)代社會(huì)中促進(jìn)個(gè)體發(fā)展、維護(hù)群體利益、調(diào)整社會(huì)矛盾的社會(huì)福利服務(wù)。在社會(huì)工作服務(wù)領(lǐng)域借用經(jīng)濟(jì)學(xué)需求導(dǎo)向理論和邏輯,旨在說明服務(wù)需求與服務(wù)提供之間的關(guān)系,明確社會(huì)工作服務(wù)的指向性和服務(wù)目標(biāo),并為社會(huì)工作成效的評(píng)估打下基礎(chǔ)。本文主要通過研究一線社工服務(wù)的開展來說明如何在流動(dòng)兒童社會(huì)工作領(lǐng)域找到案主需求,如何運(yùn)用社工理論和工作方法來設(shè)計(jì)服務(wù),如何將社工元素融入需求滿足。從實(shí)務(wù)角度盡量體現(xiàn)需求調(diào)查和服務(wù)開展之間的關(guān)系,并呈現(xiàn)根據(jù)需求來開展一線服務(wù)的一般過程和考慮因素。本文從需求調(diào)查開始,逐步論述整體服務(wù)規(guī)劃、特定服務(wù)設(shè)計(jì)、服務(wù)評(píng)估反思等內(nèi)容,以流動(dòng)兒童需求為主線,以烏魯木齊市大灣西社區(qū)學(xué)校為實(shí)例,綜合和反思社工服務(wù)經(jīng)驗(yàn),說明運(yùn)用需求導(dǎo)向邏輯來保持社會(huì)工作服務(wù)的先進(jìn)性、有效性和可評(píng)估的優(yōu)勢(shì),使社工服務(wù)成為既貼近服務(wù)對(duì)象又具有明確價(jià)值的社會(huì)福利服務(wù)。
[Abstract]:Since the 90s of the 20th century, the form of population mobility has begun to develop and change in China, from the original decentralized type, the flow form of running a single gang gradually to the family type of flow form, and the flow form is no longer dominated by "going out alone". And more people tend to "family migration" of the flow form. In the floating population, the trend of "family" is more and more obvious, and the scale of floating children is gradually expanding. At the same time, the characteristics of floating places will also affect the healthy growth of migrant children to a certain extent, including physiological and psychological factors and other aspects, which has become a problem that needs to be paid close attention to by the whole society. Social work service is also a kind of public service product. It is a social welfare service which promotes individual development, protects group interests and adjusts social contradictions in modern society. In the field of social work service, the purpose of this paper is to explain the relationship between service demand and service provision by means of economic demand-oriented theory and logic, to clarify the direction and goal of social work service, and to lay a foundation for evaluating the effectiveness of social work. This paper mainly studies the development of front-line social work services to explain how to find the main needs of mobile children in the field of social work, how to use social work theory and working methods to design services, how to integrate the elements of social workers into the needs to meet the needs. From the point of view of practice, the relationship between demand survey and service development is reflected, and the general process and consideration of developing first-line service according to demand are presented. Starting from the demand survey, this paper discusses the overall service planning, specific service design, service evaluation and reflection, etc., taking the needs of floating children as the main line and taking the Dawan West Community School in Urumqi as an example. By integrating and reflecting the experience of social work service, it is shown that the demand-oriented logic is used to maintain the advanced nature, effectiveness and evaluable advantage of social work service, and make social work service become a social welfare service which is close to the service object and has definite value.
