公共治理視角中的社區(qū)居民自治研究

【摘要】：治理理論興起的背景下體現(xiàn)的價值追求就是改變傳統(tǒng)的國家管理模式,即政府是行使國家與社會事務(wù)管理的唯一權(quán)力中心,轉(zhuǎn)而向政府——市場——社會三個支柱支撐的多元社會治理。但是,政府不再是實(shí)施社會管理功能的唯一權(quán)力核心,這意味著在社會的基層管理方面需要出現(xiàn)新的主體。城市基層的基本組成單元——社區(qū),成為了能夠管理涉及社區(qū)事務(wù),滿足社區(qū)居民公共需要的一個治理主體,使得社區(qū)治理有了理論上的必要性,也就賦予了社區(qū)居民自治的合理性。 在我國經(jīng)濟(jì)發(fā)展取得巨大進(jìn)步的同時,人民群眾的物質(zhì)生活得到了很大的提高,可是人民群眾卻對政府和國家有很多的怨言,原因何在啊?在于利益的滿足沒有真正實(shí)現(xiàn)、民意的表達(dá)缺乏暢通渠道,政府需要變革,與人民群眾最接近的城市基層的管理模式也需要變革。必須堅(jiān)持最廣泛最充分地調(diào)動一切積極因素,不斷提高構(gòu)建社會主義和諧社會的能力。在構(gòu)建社會主義和諧社會中,和諧社區(qū)的建設(shè)就是重要的組成部分。社區(qū)該如何管理?本文傾向于社區(qū)的居民自治。 我國的社區(qū)居民自治,經(jīng)過發(fā)展,基本形成了三種主要模式：一是行政主導(dǎo),強(qiáng)調(diào)在政府與社區(qū)的關(guān)系中,展開政府主導(dǎo)下的社區(qū)自治管理,行政色彩濃厚；二是自治模式,強(qiáng)調(diào)自治權(quán)力的加強(qiáng),進(jìn)行自我管理,在一些條件尚未成熟的情況下,造成了政府在部分社會管理事務(wù)中的缺位；三是混合模式,強(qiáng)調(diào)政府與社區(qū)的良好分工,但也未解決社區(qū)自治過程中運(yùn)行機(jī)制問題�？梢哉f,我國的社區(qū)居民自治有進(jìn)步,但不足更多,與農(nóng)村的村民自治相比發(fā)展差距較大。因此,借助治理理論的指導(dǎo)提出了我國社區(qū)居民自治發(fā)展的一些路徑。
[Abstract]:Under the background of the rise of governance theory, the pursuit of value is to change the traditional mode of state management, that is, the government is the only power center to exercise the management of state and social affairs. Turn to pluralistic social governance supported by the three pillars of government-market-society. However, the government is no longer the sole core of power to implement the function of social management, which means that new subjects need to appear in the grass-roots management of society. Community, the basic component unit of urban grass-roots, has become a governance subject that can manage community affairs and meet the public needs of community residents, which makes community governance theoretically necessary. It also gives the community residents the rationality of self-government. While great progress has been made in China's economic development, the material life of the masses of the people has been greatly improved, but the masses of people have many complaints against the government and the country. What are the reasons for this? It is that the satisfaction of interests is not really realized, the expression of public opinion is lack of smooth channels, the government needs to change, and the management mode of urban grass-roots, which is closest to the people, also needs to be changed. Must adhere to the widest and fullest mobilization of all positive factors, constantly improve the ability to build a harmonious socialist society. In the construction of socialist harmonious society, the construction of harmonious community is an important part. How should the community be managed? This paper tends to community self-government. After the development of community residents' autonomy in our country, three main modes have been formed: first, administration-led, emphasizing that in the relationship between the government and the community, the self-government management under the guidance of the government is carried out, and the administrative color is strong; Second, the mode of autonomy, emphasizing the strengthening of self-government power, self-management, in some conditions are not mature, resulting in the absence of the government in part of the social management affairs; The third is the mixed model, which emphasizes the good division of labor between the government and the community, but also fails to solve the problem of operation mechanism in the process of community autonomy. It can be said that the self-government of community residents in our country has made progress, but not enough, compared with the villagers' autonomy in rural areas, there is a big gap in the development of self-government. Therefore, with the guidance of governance theory, this paper puts forward some paths for the development of self-government of community residents in China.
