【摘要】：社區(qū)服務(wù)是指在黨和政府的主導(dǎo)下,在基層社區(qū)范圍內(nèi),各類組織依托社區(qū)為社區(qū)居民提供的福利的、公益性的或有償?shù)�、�?jīng)營性的各種便民利民生活服務(wù)。與社區(qū)服務(wù)概念界定相一致,相應(yīng)的,“社區(qū)服務(wù)業(yè)”概念并非通常意義上的服務(wù)業(yè)中的一個行業(yè),而是一個體系,它既包含社區(qū)服務(wù)事業(yè),也包含社區(qū)服務(wù)產(chǎn)業(yè)。社區(qū)服務(wù)兼具福利性和經(jīng)營性雙重特征,是事業(yè)和產(chǎn)業(yè)的集合體。 包括濱海新區(qū)在內(nèi)的全國各地社區(qū)服務(wù)業(yè)發(fā)展面臨的最大問題是不能合理解決社區(qū)服務(wù)中政府、企業(yè)和社區(qū)角色不清、功能錯位的問題,從而沒能有效整合社會資源和力量,促進社區(qū)服務(wù)業(yè)成體系、成系統(tǒng)、有活力、可持續(xù)的發(fā)展。 在這一總的問題意識下,論文首先對濱海新區(qū)社區(qū)服務(wù)需求和社區(qū)服務(wù)的發(fā)展環(huán)境進行了調(diào)查分析,從而為接下來的研究奠定基礎(chǔ)。通過社區(qū)服務(wù)需求分析,論文找出了濱海新區(qū)社區(qū)服務(wù)業(yè)未來工作的重點內(nèi)容和發(fā)展方向,通過環(huán)境分析發(fā)現(xiàn)濱海新區(qū)社區(qū)服務(wù)業(yè)發(fā)展面臨的問題、解決問題的優(yōu)勢和劣勢。在此基礎(chǔ)上,論文提出了濱海新區(qū)社區(qū)服務(wù)業(yè)發(fā)展的愿景、模式與任務(wù),并在研究借鑒國內(nèi)外有代表性地區(qū)社區(qū)服務(wù)業(yè)發(fā)展做法的基礎(chǔ)上,提出了實現(xiàn)愿景和目標(biāo)的路徑選擇,這一路徑是一套系統(tǒng)性的解決辦法,包括必須堅持以人為本、政府主導(dǎo)、產(chǎn)業(yè)化發(fā)展、分類扶持、服務(wù)方式多樣化五項原則,同時采取完善三級網(wǎng)絡(luò)、強化四項功能、構(gòu)建服務(wù)體系等實施策略。
[Abstract]:Community service refers to the welfare, public welfare or paid, profitable and convenient services provided by various organizations to the residents of the community under the leadership of the Party and the government and within the community at the grass-roots level. In line with the definition of community service, the concept of "community service" is not an industry, but a system, which includes both community service and community service industry. Community service is a combination of both welfare and management. The biggest problem facing the development of community services in various parts of the country, including Binhai New area, is that they cannot reasonably solve the problems of unclear roles of the government, enterprises and communities in community service, and dislocation of their functions, thus failing to effectively integrate social resources and forces. Promote systematic, dynamic and sustainable development of community service industry. Under this general problem consciousness, the paper firstly investigates and analyzes the demand for community service and the development environment of community service in Binhai New area, thus laying a foundation for the following research. Through the analysis of community service demand, the paper finds out the key content and development direction of community service industry in Binhai New area, finds out the problems faced by the development of community service industry in Binhai New area through environmental analysis, and solves the advantages and disadvantages of the problem. On this basis, the paper puts forward the vision, mode and task of the development of community service industry in Binhai New area, and on the basis of studying and drawing lessons from the development practice of community service industry in representative areas at home and abroad, it puts forward the path choice to realize the vision and goal. This path is a systematic solution, which includes five principles: people-oriented, government-led, industrialized development, classified support, and diversification of service modes. At the same time, we should improve the three-level network and strengthen the four functions. Construction of service system and other implementation strategies.
