【摘要】:改革開(kāi)放后,我國(guó)社會(huì)主義事業(yè)不斷發(fā)展,我國(guó)的統(tǒng)計(jì)事業(yè)在改革中發(fā)展,在探索中前進(jìn),取得了顯著成就。特別是黨的十一屆三中全會(huì)以來(lái),我國(guó)統(tǒng)計(jì)事業(yè)蒸蒸日上,統(tǒng)計(jì)部門(mén)已成為各級(jí)領(lǐng)導(dǎo)決策的重要參謀和助手,在經(jīng)濟(jì)社會(huì)發(fā)展中發(fā)揮著越來(lái)越重要的作用。但同時(shí)也應(yīng)該看到,隨著我國(guó)經(jīng)濟(jì)體制改革不斷向縱深發(fā)展和社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的逐步建立,特別是在我國(guó)加入WTO和統(tǒng)計(jì)加入GDDS的背景下,現(xiàn)行統(tǒng)計(jì)體制的弊端日益凸現(xiàn)出來(lái),諸如統(tǒng)計(jì)工作法律不完善、統(tǒng)計(jì)資源整體不配套、統(tǒng)計(jì)部門(mén)地位不高等,影響統(tǒng)計(jì)事業(yè)進(jìn)一步發(fā)展。因此,需要我們與時(shí)俱進(jìn),科學(xué)發(fā)展,進(jìn)一步改革和完善現(xiàn)行統(tǒng)計(jì)體制,使之既符合當(dāng)代中國(guó)國(guó)情,提高統(tǒng)計(jì)數(shù)據(jù)的準(zhǔn)確性、科學(xué)性、及時(shí)性和統(tǒng)計(jì)工作的權(quán)威性,充分發(fā)揮統(tǒng)計(jì)的職能和作用,確保統(tǒng)計(jì)服務(wù)質(zhì)量;又與通行的國(guó)際統(tǒng)計(jì)規(guī)范接軌,適應(yīng)經(jīng)濟(jì)全球化對(duì)各國(guó)有關(guān)經(jīng)濟(jì)活動(dòng)信息全面、準(zhǔn)確、公開(kāi)、透明的需要。 近年來(lái),許多專(zhuān)家學(xué)者和統(tǒng)計(jì)工作者對(duì)統(tǒng)計(jì)體制改革問(wèn)題進(jìn)行了深入的探討和研究,并形成了大量有建設(shè)性的研究成果,但當(dāng)前并沒(méi)有就一些關(guān)鍵性問(wèn)題形成統(tǒng)一的觀點(diǎn)。本文通過(guò)查找文獻(xiàn),比較分析,對(duì)我國(guó)統(tǒng)計(jì)體制現(xiàn)狀及改革創(chuàng)新問(wèn)題進(jìn)行研究,在借鑒專(zhuān)家學(xué)者研究成果的基礎(chǔ)上,結(jié)合筆者五年多來(lái)從事統(tǒng)計(jì)工作的實(shí)踐,試提出一些關(guān)于我國(guó)統(tǒng)計(jì)體制改革的思路和舉措。 本文創(chuàng)新之處在于提出了國(guó)家統(tǒng)計(jì)局提高行政級(jí)別、提升協(xié)調(diào)能力的觀點(diǎn),在管理模式上由目前的“統(tǒng)一領(lǐng)導(dǎo),分級(jí)負(fù)責(zé)”向“統(tǒng)一領(lǐng)導(dǎo),分級(jí)垂直管理”轉(zhuǎn)變:即國(guó)家統(tǒng)計(jì)局垂直管理調(diào)查隊(duì)系統(tǒng),省級(jí)統(tǒng)計(jì)局垂直管理地市州各級(jí)統(tǒng)計(jì)局,分別負(fù)責(zé)調(diào)查隊(duì)和省以下統(tǒng)計(jì)局人、財(cái)、物的管理,進(jìn)一步實(shí)現(xiàn)統(tǒng)計(jì)工作的獨(dú)立性,提高統(tǒng)計(jì)工作的抗干擾性。祈望對(duì)正確認(rèn)識(shí)統(tǒng)計(jì)工作現(xiàn)狀、指導(dǎo)統(tǒng)計(jì)工作實(shí)踐具有參考價(jià)值。
[Abstract]:Since the reform and opening up, the socialist cause of our country has been developing continuously, the statistical undertaking of our country has developed in the reform, advanced in the exploration, and has made remarkable achievements. Especially since the third Plenary session of the Eleventh Central Committee of the CPC, the statistical enterprise of our country has been flourishing, and the statistics department has become an important adviser and assistant to the leaders at all levels in decision-making, and has played a more and more important role in the economic and social development. But at the same time, we should also see that with the deepening development of our economic system reform and the gradual establishment of socialist market economy system, especially under the background of China's entry into WTO and statistics joining GDDS, The malpractice of the current statistical system is more and more obvious, such as the imperfect law of the statistical work, the unmatching of the statistical resources as a whole, the low status of the statistical department, and so on, which affect the further development of the statistical cause. Therefore, we need to keep pace with the times, develop scientifically, further reform and perfect the current statistical system, make it conform to the current situation of China, improve the accuracy, scientificalness, timeliness and authority of statistical work. We should give full play to the functions and functions of statistics, ensure the quality of statistical services, and meet the needs of economic globalization for comprehensive, accurate, open and transparent information on economic activities in various countries in line with the prevailing international statistical norms. In recent years, many experts, scholars and statisticians have deeply discussed and studied the problem of the reform of statistical system, and formed a large number of constructive research results, but at present they have not formed a unified view on some key issues. By looking up literature, comparing and analyzing, this paper studies the current situation of our country's statistical system and the problems of reform and innovation, and on the basis of using the research results of experts and scholars for reference, combined with the author's practice of engaging in statistical work for more than five years. This paper tries to put forward some ideas and measures about the reform of statistical system in China. The innovation of this paper lies in the point of view that the National Bureau of Statistics raises the administrative level and promotes the coordination ability. In the management mode, the current "unified leadership, hierarchical responsibility" to "unified leadership" is put forward. The transformation of vertical management at different levels: namely, the vertical management investigation team system of the National Bureau of Statistics, and the vertical management of the prefectural and municipal statistical offices at all levels by the provincial statistical offices, which are responsible for the management of the investigation teams and the personnel, property and property of the statistical offices below the provincial level, respectively. Further realize the independence of statistical work and improve the anti-interference of statistical work. The hope has reference value for correctly understanding the current situation of statistical work and guiding the practice of statistical work.
