【摘要】：當前我國軍隊的醫(yī)療保障社會化問題,已經(jīng)成為了我國軍隊后勤社會化的桎梏,它嚴重阻礙了我國軍隊現(xiàn)代化建設(shè)的步伐。本文將對我國軍隊醫(yī)療保障社會化的相關(guān)問題進行研究,并在我國軍隊現(xiàn)行的醫(yī)療保障制度的基礎(chǔ)上,結(jié)合國外軍隊在這方面取得的成果,構(gòu)建一套具有社會主義特色的軍隊醫(yī)療保障社會化體系,這套體系既能對我國軍隊官兵疾病預防、醫(yī)療等方面提供保障并確保在戰(zhàn)時醫(yī)療衛(wèi)生服務(wù)、物資保障等任務(wù)的順利完成,又可以提高這一醫(yī)療保障體系的運作效率與效益。軍隊醫(yī)療保障社會化問題的有效解決,一方面可以滿足相關(guān)軍事效益,確保軍隊的后勤保障能力；另一方面提高軍隊經(jīng)濟效益,實現(xiàn)軍隊與社會化醫(yī)療機構(gòu)雙贏目的。 首先,本文將中國軍隊的社會醫(yī)療保障制度同世界其他軍事強國軍隊的社會醫(yī)療保障制度進行了系統(tǒng)的比較,并闡釋本文的研究意義；其次,結(jié)合理論分析方法、規(guī)范分析與實證分析法、比較分析法、系統(tǒng)分析法、運行企業(yè)(組織)戰(zhàn)略決策的SWOT分析法等相關(guān)理論和軍隊醫(yī)療保障社會化的內(nèi)外部動因,對軍隊醫(yī)療保障社會化的必要性和可行性進行了系統(tǒng)分析；同時又研究借鑒了國內(nèi)外現(xiàn)有的相關(guān)醫(yī)療保障社會化模式的經(jīng)驗,針對我國軍隊醫(yī)療機構(gòu)在社會的不同層次、不同職能的醫(yī)療保障系統(tǒng)所處的位置,構(gòu)建一套能夠適應(yīng)我國軍隊醫(yī)療社會化改革不同階段的具體模式(即以試點為主的前期模式、過渡時期模式、定型推廣的后期模式)；再次,詳細說明了具體實施過程中需要注意到的問題,聯(lián)系實際,結(jié)合現(xiàn)代企業(yè)的相關(guān)特點和軍隊醫(yī)療保障的特殊性,設(shè)計了改革中期的相關(guān)運行機制,最后在提出對醫(yī)療保障社會化后期的相關(guān)建議。
[Abstract]:At present, the socialization of medical security in our army has become the shackles of the socialization of military logistics, which seriously hinders the pace of our army's modernization construction. This article will carry on the research to our country military medical security socialization related question, and in our country military present medical security system foundation, unifies the foreign army in this aspect the achievement, To construct a socialized system of military medical support with socialist characteristics, which can not only guarantee the prevention of diseases, medical treatment, and other aspects of our military officers and soldiers, but also ensure medical and health services during wartime. The smooth completion of material support and other tasks can improve the efficiency and effectiveness of the medical security system. On the one hand, the effective solution to the problem of socialization of military medical security can satisfy the related military benefits and ensure the logistic support ability of the army; on the other hand, it can improve the economic efficiency of the army and realize the win-win goal between the army and the socialized medical institutions. Firstly, this paper makes a systematic comparison between the social medical security system of the Chinese army and that of other military powers in the world, and explains the significance of the research. Normative analysis and empirical analysis, comparative analysis, system analysis, SWOT analysis of strategic decision-making of enterprises (organizations), and internal and external causes of the socialization of military medical security. This paper makes a systematic analysis on the necessity and feasibility of the socialization of military medical security, and at the same time, studies and draws lessons from the experience of the existing models of socialization of medical security at home and abroad, aiming at the different levels of our military medical institutions in the society. The position of the medical security system with different functions and the construction of a set of specific models which can adapt to different stages of the reform of medical care socialization in our country (that is, the pilot model, the transition model, and the later model of formalization and promotion); Thirdly, it explains in detail the problems that need to be paid attention to in the concrete implementation process, combining with the reality, combining the relevant characteristics of modern enterprises and the particularity of military medical security, designs the relevant operation mechanism in the middle period of the reform. Finally, the author puts forward some suggestions on the socialization of medical security.
