調適性合作:十八大以來中國政府與社會組織關系的策略性變革

【摘要】：十八大以來,政府與社會組織關系的策略性變革不斷深化。與以往政府對社會組織采取雙重管理、限制競爭等單一控制邏輯不同,政府對社會組織開始采用政府購買服務與轉移政府職能等合作互動邏輯。從單一控制邏輯到合作互動邏輯的調整,是政府主動調適與社會組織策略性能動的結果,可稱之為"調適性合作"。一方面,中國政府在面臨治理能力不足時主動調適自我角色,并在微觀制度上做出安排,確保與社會組織展開合作實踐;另一方面,社會組織采取策略性行動,提升政府官員對社會組織認知,倡導政社合作政策的出臺,并在執(zhí)行過程中推動合作政策的有效執(zhí)行。與公民社會和法團主義等理論不同,"調適性合作"既肯定政府的主導地位,也強調社會組織的積極建構作用,并認為當前政府與社會組織的關系變革是二者共同形塑的結果。
[Abstract]:Since the 18th National Congress, the strategic changes in the relationship between the government and social organizations have deepened. Different from the single control logic such as double management and restriction of competition, the government began to adopt the cooperative and interactive logic of government purchasing services and transferring government functions to social organizations. The adjustment from the single control logic to the cooperative interaction logic is the result of the active adjustment of the government and the strategic initiative of the social organization, which can be called "adaptive cooperation". On the one hand, the Chinese government takes the initiative to adjust its own role in the face of inadequate governance, and makes arrangements at the micro level to ensure cooperation with social organizations; on the other hand, social organizations take strategic actions. Promote government officials' understanding of social organization, advocate the introduction of cooperative policy, and promote the effective implementation of cooperative policy in the process of implementation. Different from the theories of civil society and corporatism, "adaptive cooperation" not only affirms the dominant position of the government, but also emphasizes the constructive role of the social organization, and holds that the current change of the relationship between the government and the social organization is the result of the joint formation of the two.
