【摘要】：社會(huì)的快速發(fā)展加大了我國社會(huì)管理的難度,許多社會(huì)問題凸顯,但是政府卻不能很好地解決。社會(huì)工作機(jī)構(gòu)對于緩解社會(huì)沖突,解決社會(huì)問題,可以起到替代的作用。最近幾年,國務(wù)院辦公廳、中央組織部和民政部都發(fā)文促進(jìn)民辦社會(huì)工作機(jī)構(gòu)的發(fā)展,并對政府購買服務(wù)做出了相關(guān)規(guī)定。但與此同時(shí),社會(huì)工作機(jī)構(gòu)也開始面臨“成長期的煩惱”。社工機(jī)構(gòu)人才的高比例流失、社工機(jī)構(gòu)資源整合薄弱等一系列問題,都使社會(huì)工作機(jī)構(gòu)的發(fā)展陷入困境。新的社會(huì)服務(wù)類型的引入能夠幫助X中心暫時(shí)或長期地生存,從而由資源依賴性社會(huì)組織轉(zhuǎn)化為自籌資金、獨(dú)立發(fā)展的社會(huì)組織。作為一種多服務(wù)類型共存的社會(huì)工作機(jī)構(gòu),每個(gè)服務(wù)類型有其自身的優(yōu)勢,可以較好規(guī)避社會(huì)工作機(jī)構(gòu)所遇到的因服務(wù)類型單一所面臨的尷尬局面。本文通過對昆明X康復(fù)托養(yǎng)服務(wù)中心的服務(wù)轉(zhuǎn)型與服務(wù)拓展的研究,探討社會(huì)工作機(jī)構(gòu)服務(wù)轉(zhuǎn)型的方式,以及增加服務(wù)內(nèi)容的可能性和范式。通過文獻(xiàn)法、問卷調(diào)查法、參與觀察法及訪談法展開研究,在對X會(huì)所的發(fā)展歷程和轉(zhuǎn)型分析的基礎(chǔ)上,對X會(huì)所服務(wù)轉(zhuǎn)型進(jìn)行相應(yīng)地評估,對社會(huì)工作機(jī)構(gòu)服務(wù)轉(zhuǎn)型和服務(wù)拓展加以反思,得出如下結(jié)論：社會(huì)工作機(jī)構(gòu)可根據(jù)自身所處場域的價(jià)值觀和運(yùn)行邏輯,加強(qiáng)系統(tǒng)或類型間的溝通,通過增加自身的復(fù)雜性來減少環(huán)境對系統(tǒng)各功能自我運(yùn)作的影響和干擾,達(dá)到發(fā)展的目的。
[Abstract]:The rapid development of society has increased the difficulty of social management in China, and many social problems have become prominent, but the government has not been able to solve them well. At the same time, social work institutions are also facing a series of problems, such as the high proportion of social work personnel drain, the weak integration of social work resources and so on. As a multi-service social work organization, each type of service has its own advantages and can avoid the list of service types encountered by social work organizations. Through the study of service transformation and service expansion of Kunming X Rehabilitation and Nursing Service Center, this paper explores the ways of service transformation of social work institutions, as well as the possibility and pattern of increasing service content. Based on the analysis of exhibition process and transformation, this paper evaluates the service transformation of X Club and reflects on the service transformation and service expansion of social work institutions. The following conclusions are drawn: social work institutions can strengthen the communication between systems and types by increasing their own complexity according to their own values and operational logic in the field. To reduce the impact and interference of the environment on the operation of the various functions of the system, and achieve the purpose of development.
