撤縣設(shè)區(qū)對(duì)經(jīng)濟(jì)增長(zhǎng)的影響研究

【摘要】:城市化被廣泛認(rèn)為是現(xiàn)代經(jīng)濟(jì)增長(zhǎng)的重要組成部分,它包含了一個(gè)經(jīng)濟(jì)體從以農(nóng)業(yè)為主的農(nóng)村經(jīng)濟(jì)轉(zhuǎn)變?yōu)橐怨I(yè)為主的城市經(jīng)濟(jì)的過程。我國(guó)城市化還肩負(fù)著擴(kuò)大國(guó)內(nèi)需求、拉動(dòng)經(jīng)濟(jì)增長(zhǎng)的重任。從我國(guó)的城市發(fā)展經(jīng)驗(yàn)來看,行政區(qū)劃調(diào)整是中央推動(dòng)城市化的重要工具,與城市化有關(guān)的行政區(qū)劃調(diào)整政策主要有兩類:創(chuàng)立新的城市和擴(kuò)大已有城市規(guī)模。創(chuàng)立新的城市的手段包括設(shè)立直轄市和撤縣為縣級(jí)市,擴(kuò)大已有城市規(guī)模的手段則主要是撤縣設(shè)區(qū)?傮w而言,兩類政策都擴(kuò)大了城市空間,區(qū)別是前者增加了我國(guó)城市的數(shù)量,既有大城市也有小城市,而后者則顯著擴(kuò)大了已有城市的規(guī)模。前人有專門研究過設(shè)立直轄市和撤縣為縣級(jí)市的政策效果如何,一方面設(shè)立直轄市雖然有利于經(jīng)濟(jì)增長(zhǎng),但是行政區(qū)劃調(diào)整變更很大,中央政府很少采用。另一方面,撤縣為縣級(jí)市的效果又不理想,因此1997年后此政策遭到凍結(jié)。取而代之的是撤縣設(shè)區(qū)政策的興起,尤其近幾年更甚,主要原因是因?yàn)槌鞘凶陨淼目陀^需要和地級(jí)市政府之所以熱衷于撤縣設(shè)區(qū),是因?yàn)樗麄冋J(rèn)為撤縣設(shè)區(qū)能夠消除行政壁壘,可能有利于城市的經(jīng)濟(jì)增長(zhǎng)。其實(shí)在發(fā)達(dá)國(guó)家為了滿足城市擴(kuò)張也會(huì)進(jìn)行行政區(qū)劃調(diào)整,可是合并成功與否需要當(dāng)?shù)孛癖娺M(jìn)行公投,因此體現(xiàn)了民眾和市場(chǎng)的需求。而我國(guó)的撤縣設(shè)區(qū)由政府主導(dǎo),這一過程有可能與市場(chǎng)規(guī)律相悖,形成假性城市化和城市攤大餅式擴(kuò)張。但從積極意義上來看,這種撤并政策可能促進(jìn)了各縣區(qū)之間的經(jīng)濟(jì)聯(lián)系和市場(chǎng)融合,有助于降低行政壁壘,提升城市集聚經(jīng)濟(jì)。因此針對(duì)地方政府為了實(shí)現(xiàn)經(jīng)濟(jì)增長(zhǎng)而采取的撤縣設(shè)區(qū)政策以及國(guó)家治理層級(jí)的調(diào)整提供理論支持和政策優(yōu)化建議。本文全面系統(tǒng)地把握我國(guó)撤縣設(shè)區(qū)的動(dòng)因和實(shí)施情況,重點(diǎn)研究了撤縣設(shè)區(qū)對(duì)區(qū)域經(jīng)濟(jì)增長(zhǎng)影響的潛在機(jī)制,實(shí)證研究了撤縣設(shè)區(qū)政策對(duì)經(jīng)濟(jì)增長(zhǎng)的影響效果。首先對(duì)撤縣設(shè)區(qū)政策尋找理論依據(jù),對(duì)前人研究進(jìn)行相關(guān)梳理;然后重點(diǎn)介紹撤縣設(shè)區(qū)在我國(guó)的實(shí)施情況,分析了實(shí)施撤縣設(shè)區(qū)的動(dòng)因;接著理論上探索了撤縣設(shè)區(qū)對(duì)區(qū)域經(jīng)濟(jì)增長(zhǎng)影響的潛在機(jī)制;最后運(yùn)用雙重差分模型實(shí)證研究了撤縣設(shè)區(qū)對(duì)城市經(jīng)濟(jì)增長(zhǎng)的影響,得出短期內(nèi)并沒有顯著影響的結(jié)論。根據(jù)相關(guān)結(jié)論,給出政策建議:行政區(qū)劃調(diào)整應(yīng)該遵循行政區(qū)與經(jīng)濟(jì)區(qū)相協(xié)調(diào)原則、因地制宜原則以及方便管理原則。同時(shí)撤縣設(shè)區(qū)政策實(shí)施之前一定要經(jīng)過周密的調(diào)查研究,不要一味追求撤縣設(shè)區(qū)這一種行政區(qū)劃調(diào)整手段。
[Abstract]:Urbanization is widely regarded as an important part of modern economic growth, which includes the process of changing an economy from an agriculture-oriented rural economy to an industrial-oriented urban economy. China's urbanization is also shouldering the burden of expanding domestic demand and stimulating economic growth. From the experience of urban development in China, the adjustment of administrative divisions is an important tool for the central government to promote urbanization. There are two kinds of adjustment policies related to urbanization: to create new cities and to expand the scale of existing cities. The means of creating new cities include setting up municipalities directly under the Central Government and withdrawing counties as county-level cities, while the means of expanding the scale of existing cities are mainly to divide counties into districts. In general, the two policies expand the urban space, the difference is that the former increases the number of cities in China, both big cities and small cities, while the latter significantly expands the scale of existing cities. Predecessors have specially studied the policy effect of establishing municipalities directly under the Central Government and withdrawing counties as county-level cities. On the one hand, setting up municipalities directly under the Central Government is conducive to economic growth, but the adjustment of administrative divisions has changed greatly, and rarely adopted by the central government. On the other hand, the effect of withdrawing county as county-level city is not ideal, so the policy was frozen after 1997. Instead, the rise of the policy of setting up districts at the county level, especially in recent years, is mainly due to the objective needs of the city itself and the enthusiasm of the prefectural government for the division of the county, because they believe that the withdrawal of the county and the establishment of the district can eliminate administrative barriers. It may be good for the economic growth of the city. As a matter of fact, in developed countries, administrative divisions will be adjusted in order to meet the needs of urban expansion, but the success of the merger requires a referendum by the local people, thus reflecting the needs of the people and the market. However, the withdrawal of counties and districts in our country is dominated by the government, which may be contrary to the law of the market and form pseudo-urbanization and urban sprawl. However, in a positive sense, this policy may promote the economic connection and market integration among counties and districts, help to lower administrative barriers and promote the urban agglomeration economy. Therefore, this paper provides theoretical support and policy optimization suggestions for the local government to withdraw county and district policy and adjust the national governance level to achieve economic growth. This paper comprehensively and systematically grasps the motive and the implementation situation of the withdrawal county to divide the area, has studied the potential mechanism of the withdrawal county to divide the area to the regional economic growth influence emphatically, has studied empirically the influence effect of the policy of the withdrawal county to the economic growth. First of all, to find the theoretical basis for the policy of the county withdrawal area, and related to the previous studies; then focus on the introduction of the implementation of the county district in our country, analysis of the reasons for the implementation of the county area withdrawal; Then the paper theoretically explores the potential mechanism of the regional economic growth. Finally, using the double difference model, the paper empirically studies the impact on the urban economic growth by using the double difference model, and draws the conclusion that there is no significant impact in the short term. According to the relevant conclusions, this paper puts forward some policy suggestions: the adjustment of administrative divisions should follow the principle of coordination between administrative regions and economic zones, the principle of adapting measures to local conditions and the principle of convenient management. At the same time, it is necessary to carry out thorough investigation and study before the implementation of the policy of withdrawing counties and districts, and do not blindly pursue this means of administrative division adjustment.
