城市社區(qū)建設(shè)與中國公民社會建構(gòu)

【摘要】：中國公民社會為國家民主政治的發(fā)展奠定良好的社會基礎(chǔ)。建構(gòu)中國公民社會需要一定的載體,城市社區(qū)就是非常重要的載體之一。城市社區(qū)建設(shè)與中國公民社會建構(gòu)之間的內(nèi)在契合表明,城市社區(qū)是中國公民社會建構(gòu)的空間,城市社區(qū)建設(shè)是中國公民社會建構(gòu)的重要路徑。然而,隨著城市社區(qū)建設(shè)的不斷發(fā)展,反而出現(xiàn)了社區(qū)參與落后,社區(qū)自治程度不高,社區(qū)中介組織不成熟等制約因素。因此,只有加強社區(qū)參與,完善社區(qū)自治,培育社區(qū)中介組織,才能推動城市社區(qū)建設(shè)的進(jìn)一步發(fā)展,從而確保中國公民社會建構(gòu)的順利實現(xiàn)。 論文研究共分為四個部分: 第一部分,城市社區(qū)建設(shè)與中國公民社會的理論分析。城市社區(qū)建設(shè)是在黨和政府的領(lǐng)導(dǎo)下,以社區(qū)參與為動力,社區(qū)自治為核心,社區(qū)中介組織建設(shè)為關(guān)鍵,通過大力發(fā)展基層民主制度建設(shè)不斷提高社區(qū)成員生活水平和生活質(zhì)量的過程。中國公民社會視野下的城市社區(qū)建設(shè)有著官民雙重性、過渡性、組織發(fā)展不平衡性、自治性等特征,這與中國公民社會的基本特征具有一定的相似性。 第二部分,城市社區(qū)建設(shè)與中國公民社會建構(gòu)的內(nèi)在關(guān)聯(lián)。二者的契合表現(xiàn)在:市場經(jīng)濟(jì)是共同的形成前提,民主政治是共同的制度基礎(chǔ),公民自治是共同的理念支撐,“國家—社會”二元互動是共同的內(nèi)在動力。不僅如此,城市社區(qū)建設(shè)還為中國公民社會建構(gòu)提供了強大的發(fā)展動力、堅實的社會基礎(chǔ)、可靠的組織保障,對中國公民社會建構(gòu)具有積極的意義。 第三部分,中國公民社會建構(gòu)中城市社區(qū)建設(shè)的現(xiàn)狀分析。一方面,中國公民社會建構(gòu)視野下的城市社區(qū)建設(shè)已經(jīng)取得了一定的成績。主要是:黨和政府在城市社區(qū)建設(shè)中的主導(dǎo)作用日益突出;社區(qū)自治在城市社區(qū)建設(shè)中的核心地位日益明確;社區(qū)參與在城市社區(qū)建設(shè)中的民主價值日益顯現(xiàn)。另一方面,也存在一些阻礙其進(jìn)一步發(fā)展的問題。包括:社區(qū)參與落后導(dǎo)致中國公民社會建構(gòu)的動力不足;社區(qū)自治程度不高導(dǎo)致中國公民社會建構(gòu)的基礎(chǔ)不穩(wěn);社區(qū)中介組織不成熟導(dǎo)致中國公民社會建構(gòu)的渠道不暢。 第四部分,中國公民社會建構(gòu)中完善城市社區(qū)建設(shè)的對策。針對城市社區(qū)建設(shè)的現(xiàn)狀分析,提出相應(yīng)的對策。通過培育社區(qū)居民的參與意識、拓寬參與渠道、創(chuàng)新參與體制、優(yōu)化參與結(jié)構(gòu)來加強社區(qū)參與,增強中國公民社會建構(gòu)的發(fā)展動力;通過明確政府在社區(qū)自治中的定位、準(zhǔn)確界定社區(qū)自治組織的職責(zé)、提高社區(qū)居民的自治能力、健全社區(qū)自治的法治保障來完善社區(qū)自治,鞏固中國公民社會建構(gòu)的社會基礎(chǔ);通過理順與政府的關(guān)系、加強自身建設(shè)、擴(kuò)大群眾基礎(chǔ)、規(guī)范其組織管理來培育社區(qū)中介組織,拓寬中國公民社會建構(gòu)的組織渠道。
[Abstract]:Chinese civil society lays a good social foundation for the development of national democratic politics. The construction of Chinese civil society needs a certain carrier, urban community is one of the very important carriers. The inherent agreement between urban community construction and Chinese civil society construction indicates that urban community is the space of Chinese civil society construction, and urban community construction is an important path of Chinese civil society construction. However, with the continuous development of urban community construction, there are some restrictive factors, such as backward community participation, low degree of community autonomy, immature community intermediary organizations, and so on. Therefore, only by strengthening community participation, perfecting community autonomy and cultivating community intermediary organizations can we promote the further development of urban community construction and ensure the smooth realization of the construction of Chinese civil society. The thesis is divided into four parts: the first part, the theoretical analysis of urban community construction and Chinese civil society. Under the leadership of the Party and the government, urban community construction is driven by community participation, with community autonomy as the core, and the construction of community intermediary organizations as the key. The process of improving the living standard and quality of life of community members through vigorously developing the grass-roots democratic system. The construction of urban community under the vision of Chinese civil society has the characteristics of duality of government and people, transition, imbalance of organizational development and autonomy, which is similar to the basic characteristics of Chinese civil society. The second part, the inner relation between urban community construction and Chinese civil society construction. The agreement between the two is as follows: market economy is the common formation premise, democratic politics is the common institutional foundation, citizen autonomy is the common idea support, and "state-society" dualistic interaction is the common internal motive force. Not only that, urban community construction also provides the strong development motive force, the solid social foundation, the reliable organization guarantee for the Chinese civil society construction, has the positive significance to the Chinese civil society construction. The third part analyzes the current situation of urban community construction in the construction of Chinese civil society. On the one hand, the construction of urban community under the vision of civil society construction in China has made some achievements. The main contents are as follows: the leading role of the Party and the government in the construction of urban communities is becoming increasingly prominent; the core position of community autonomy in the construction of urban communities is becoming increasingly clear; and the democratic value of community participation in the construction of urban communities is becoming increasingly apparent. On the other hand, there are also some problems that hinder its further development. It includes: the lack of motivation for the construction of Chinese civil society caused by the backwardness of community participation; the instability of the foundation of the construction of Chinese civil society caused by the low degree of community autonomy; and the lack of channels for the construction of Chinese civil society caused by the immaturity of community intermediary organizations. The fourth part, the Chinese civil society construction consummates the urban community construction countermeasure. Based on the analysis of the present situation of urban community construction, the corresponding countermeasures are put forward. Through cultivating community residents' participation consciousness, widening participation channels, innovating participation system, optimizing participation structure to strengthen community participation, strengthen the development motive force of Chinese civil society construction, and define the position of government in community autonomy. Define the responsibility of the community autonomous organization, improve the autonomy ability of the community residents, perfect the legal guarantee of the community autonomy to perfect the community autonomy, consolidate the social foundation of the Chinese civil society construction, straighten out the relationship with the government, Strengthen self-construction, expand the mass base, standardize its organization and management to cultivate community intermediary organizations and broaden the organizational channels for the construction of Chinese civil society.
