【摘要】：作為一種"逆發(fā)展現(xiàn)象",地域衰退往往以產(chǎn)業(yè)衰敗、資源枯竭、環(huán)境危機(jī)、社會(huì)解組為發(fā)端,其后逐漸向社會(huì)各領(lǐng)域遷移和蔓延,使得地域陷入難以自拔的低迷狀態(tài)。在地域衰退性質(zhì)判定的問題上,一種慣常的分析范式是"唯經(jīng)濟(jì)論",即將地域衰退簡單地等同于經(jīng)濟(jì)產(chǎn)業(yè)衰退,而拯救地域衰退的政策和手段自然也只能是經(jīng)濟(jì)的,這實(shí)際上是對(duì)地域衰退現(xiàn)象作了最為狹義的解讀。此外,對(duì)走向衰退地域的深度的文化批判反思是必要的,但這種以地域居民為對(duì)象的批判,將批判的目標(biāo)指向地域居住者的一般稟賦及其所依托的大眾文化,其批判帶有極強(qiáng)的顛覆性,更易墮入基因論的危險(xiǎn),從而轉(zhuǎn)化為一種"唱衰機(jī)制",加深地域的衰退。面對(duì)復(fù)雜的地域衰退現(xiàn)象,我們應(yīng)將抗拒地域衰退的政策置于國家發(fā)展戰(zhàn)略的高度來加以體認(rèn),對(duì)地域衰退的成因展開多因論的復(fù)雜分析,對(duì)地域衰退的性質(zhì)展開認(rèn)真界定,以再生理念統(tǒng)領(lǐng)地域治理的全過程,構(gòu)建地域政策體系,尋求理性的治理之道。
[Abstract]:As a "reverse development phenomenon", regional recession often starts with industrial decline, resource depletion, environmental crisis, social group, and then gradually moves and spreads to various fields of society, which makes the region fall into a state of depression which is difficult to extricate itself from. On the issue of judging the nature of regional recession, a usual analytical paradigm is "economicism", that is, regional recession is simply equated with economic and industrial recession, and the policies and means to save regional recession can only be economic. This is in fact the most narrow interpretation of the phenomenon of regional recession. In addition, it is necessary to reflect on the depth of cultural criticism towards the declining region, but this kind of criticism, which takes the residents of the region as the object, points the target of the criticism to the general endowment of the residents of the region and the popular culture that they rely on. His criticism is subversive and prone to the danger of gene theory, which turns into a mechanism of "singing decline" and deepens the decline of region. In the face of the complex phenomenon of regional recession, we should put the policy of resisting regional recession at the height of the national development strategy, analyze the causes of the regional recession and define the nature of the regional recession seriously. The whole process of regional governance should be guided by the concept of regeneration, the system of regional policy should be constructed and the rational way of governance should be sought.
