【摘要】：社區(qū)建設(shè)的目標(biāo),就是提高城市社區(qū)自治和服務(wù)功能,發(fā)揮社區(qū)建設(shè)的服務(wù)合力;完善社會(huì)治安防控體系,加強(qiáng)社區(qū)警務(wù)建設(shè);發(fā)揮社區(qū)功能,優(yōu)先發(fā)展社會(huì)養(yǎng)老服務(wù);增強(qiáng)社區(qū)居民參與意識(shí),構(gòu)筑社區(qū)群眾基礎(chǔ);拓寬籌資渠道,為社區(qū)建設(shè)提供資金保障和物質(zhì)支撐,使社區(qū)建設(shè)落到實(shí)處,實(shí)現(xiàn)社區(qū)管理效益的最大化。隨著呼和浩特市社區(qū)建設(shè)的不斷跟進(jìn),社區(qū)工作取得很大成績(jī),廣大市民受益匪淺,然而由于受到種種客觀因素的影響,社區(qū)建設(shè)不足之處還十分明顯,還遠(yuǎn)沒(méi)達(dá)到人民的需要。 本文在對(duì)呼和浩特市社區(qū)建設(shè)狀況調(diào)研的基礎(chǔ)上,借鑒國(guó)內(nèi)外社區(qū)建設(shè)的經(jīng)驗(yàn),提出呼和浩特社區(qū)建設(shè)的對(duì)策：發(fā)揮政府主導(dǎo)作用,多方參與,合力推進(jìn),提高社區(qū)管理的服務(wù)合力；擴(kuò)大社區(qū)民主,增強(qiáng)社區(qū)居民參與意識(shí),構(gòu)筑社區(qū)建設(shè)群眾基礎(chǔ),推進(jìn)社區(qū)自治；完善社區(qū)服務(wù)體系,滿足社區(qū)居民需求；以提高居民整體素質(zhì)和生活質(zhì)量作為社區(qū)建設(shè)的宗旨,化解社會(huì)矛盾,建設(shè)和諧社區(qū)；充分發(fā)揮社區(qū)力量拓寬籌資渠道,為社區(qū)建設(shè)提供資金、人才保障,推動(dòng)呼和浩特市社區(qū)建設(shè)在新時(shí)期有新發(fā)展。
[Abstract]:The goal of community construction is to improve the autonomy and service function of urban communities, to give full play to the service resultant force of community construction, to perfect the social security prevention and control system, to strengthen the construction of community policing, to give full play to the community function, to give priority to the development of social pension services, to enhance the community residents'awareness of participation, to build a community mass foundation, to broaden the financing channels for community construction. With the continuous follow-up of community construction in Hohhot, great achievements have been made in community work and the general public have benefited greatly. However, due to the influence of various objective factors, the deficiencies in community construction are still very obvious and far from being. To meet the needs of the people.
On the basis of investigation and study of community construction in Hohhot, this paper draws lessons from the experience of community construction at home and abroad, and puts forward the Countermeasures of community construction in Hohhot: giving full play to the leading role of the government, participating in various aspects, pushing forward and improving the service resultant force of community management; expanding community democracy, enhancing the participation consciousness of community residents, and constructing community construction. Mass basis, promote community autonomy; improve the community service system to meet the needs of community residents; improve the overall quality of residents and quality of life as the purpose of community construction, resolve social contradictions and build a harmonious community; give full play to community forces to broaden the financing channels for community construction, provide funds, talent protection, and promote Hohhot The city community construction has new development in the new era.
