我國農(nóng)村社區(qū)建設(shè)問題研究

【摘要】：我國是一個農(nóng)業(yè)大國,由于長期的城鄉(xiāng)二元結(jié)構(gòu)體制的存在,使得“三農(nóng)”問題嚴(yán)重,解決好農(nóng)村、農(nóng)業(yè)、農(nóng)民問題,是我國農(nóng)村經(jīng)濟(jì)社會發(fā)展任務(wù)的重中之重。黨的十六屆五中全會提出了“建設(shè)社會主義新農(nóng)村”的任務(wù),自此我國的農(nóng)村建設(shè)如火如荼的開展起來。而其中農(nóng)村社區(qū)建設(shè)是推進(jìn)新農(nóng)村建設(shè)的一條有效途徑,農(nóng)村社區(qū)建設(shè)可以使城鄉(xiāng)社會發(fā)展和治理協(xié)調(diào)統(tǒng)一,加快農(nóng)村城鎮(zhèn)化進(jìn)程,促進(jìn)城鄉(xiāng)一體化發(fā)展。農(nóng)村社區(qū)也是完善村民自治,擴(kuò)大基層民主的有效載體,是提高農(nóng)民生活環(huán)境和文明程度的內(nèi)在需求。農(nóng)村社區(qū)是市場經(jīng)濟(jì)和市民社會發(fā)展成熟后,政府職能轉(zhuǎn)變的必然選擇,但是由于我國的市場經(jīng)濟(jì)和公民社會并沒有達(dá)到這種完全自我管理的程度,在加上我國的農(nóng)村社區(qū)建設(shè)工作處于探索階段,所以在農(nóng)村社區(qū)建設(shè)過程中出現(xiàn)了一些問題,農(nóng)村社區(qū)建設(shè)的研究就成了必然。目前的農(nóng)村社區(qū)建設(shè)研究主要是從鄉(xiāng)村治理、農(nóng)村社區(qū)的范圍、社區(qū)管理城市化、農(nóng)村社區(qū)模式、國外社區(qū)建設(shè)的經(jīng)驗(yàn)這幾個方面展開的,但是農(nóng)村社區(qū)的理論研究與農(nóng)村社區(qū)建設(shè)實(shí)踐存在一定程度的分離,在農(nóng)村社區(qū)建設(shè)過程中出現(xiàn)的問題的研究上缺乏較系統(tǒng)、較完善的分析,大多數(shù)是對農(nóng)村社區(qū)個案問題的簡單分析,本文試圖對農(nóng)村社區(qū)建設(shè)中出現(xiàn)的主要問題做較系統(tǒng)的分析,從而找出問題的癥結(jié)所在,并提出解決問題的措施。 本文首先對農(nóng)村社區(qū)建設(shè)進(jìn)行了界定,進(jìn)而提出了農(nóng)村社區(qū)建設(shè)的主要任務(wù),并且分析了我國農(nóng)村社區(qū)建設(shè)的條件和動力。最重要的是對我國的農(nóng)村社區(qū)建設(shè)主體及其在農(nóng)村社區(qū)建設(shè)中的角色定位進(jìn)行了分析。其次,對我國農(nóng)村社區(qū)建設(shè)存在的問題進(jìn)行了分類分析。在回顧農(nóng)村社區(qū)建設(shè)的實(shí)踐基礎(chǔ)上,歸納了農(nóng)村社區(qū)建設(shè)的幾種模式。對于我國農(nóng)村社區(qū)建設(shè)存在的問題從外部制度環(huán)境因素和內(nèi)部三個建設(shè)主體方面進(jìn)行了分類、分層分析。最后,針對以上問題提出相關(guān)的解決措施：改善農(nóng)村社區(qū)建設(shè)的制度環(huán)境因素,為農(nóng)村社區(qū)建設(shè)提供一個良好的制度平臺和環(huán)境；充分尊重農(nóng)民意愿,發(fā)揮農(nóng)民在農(nóng)村社區(qū)建設(shè)過程中的主體作用；把社區(qū)建設(shè)作為一個社會系統(tǒng)工程,從新農(nóng)村社區(qū)建設(shè)和城鄉(xiāng)一體化發(fā)展的高度去把握農(nóng)村社區(qū)建設(shè)；完善社區(qū)組織的建設(shè)和管理,推動社區(qū)組織的健康發(fā)展；農(nóng)村社區(qū)建設(shè)要因地制宜,合理利用當(dāng)?shù)氐慕?jīng)濟(jì)文化資源。
[Abstract]:Our country is a big agricultural country, because of the existence of the system of dual structure in urban and rural areas for a long time, the problem of "agriculture, countryside and farmers" is serious. It is the most important task of our country's rural economic and social development to solve the problems of countryside, agriculture and farmers. The Fifth Plenary session of the 16th CPC Central Committee put forward the task of "building a new socialist countryside". Since then, the rural construction of our country has been in full swing. The construction of rural community is an effective way to promote the construction of new countryside. The construction of rural community can make the social development and governance of urban and rural areas harmonious and unified, accelerate the process of rural urbanization and promote the development of integration of urban and rural areas. Rural community is also an effective carrier to improve villagers' autonomy and expand grass-roots democracy. It is also the internal demand to improve farmers' living environment and civilization. After the development of market economy and civil society, the rural community is the inevitable choice for the transformation of government functions. However, the market economy and civil society in our country have not reached this level of complete self-management. In addition, the construction of rural communities in China is in the exploratory stage, so there are some problems in the process of rural community construction, the research of rural community construction has become inevitable. The current research on the construction of rural communities is mainly carried out from the aspects of rural governance, the scope of rural communities, the urbanization of community management, the mode of rural communities, and the experience of foreign community construction. However, there is a certain degree of separation between the theoretical research of rural community and the practice of rural community construction, and there is a lack of systematic and perfect analysis of the problems in the process of rural community construction. Most of them are simple analysis of the case problems of rural communities. This paper attempts to make a more systematic analysis of the main problems in the construction of rural communities, so as to find out the crux of the problems and put forward measures to solve the problems. This paper first defines the rural community construction, then puts forward the main task of rural community construction, and analyzes the conditions and driving force of rural community construction in China. The most important is to analyze the main body of rural community construction and its role in rural community construction. Secondly, the problems existing in the construction of rural communities in China are classified and analyzed. On the basis of reviewing the practice of rural community construction, this paper sums up several models of rural community construction. The problems existing in the construction of rural communities in China are classified and analyzed in terms of external institutional environment factors and internal three construction subjects. Finally, to solve the above problems, some relevant measures are put forward: to improve the institutional environmental factors of rural community construction, to provide a good institutional platform and environment for rural community construction, to fully respect the wishes of farmers, Give play to the main role of farmers in the process of rural community construction, take community construction as a social system engineering, from the new rural community construction and the integration of urban and rural development to grasp the rural community construction; The construction and management of community organizations should be improved to promote the healthy development of community organizations, and the construction of rural communities should be adapted to local conditions and make rational use of local economic and cultural resources.
