【摘要】：近年來,社會工作快速發(fā)展,社會工作經(jīng)過前期嵌入式的政府購買項目發(fā)展后,社會工作行業(yè)在機構量級、人數(shù)量級、購買量級上都有突破。沿海等地社會工作機構前期實現(xiàn)了人、財、專業(yè)等方面的必要積累。本文作者分析社會工作嵌入性發(fā)展帶來的困境,提出社工機構需要自主運營。作者從新制度經(jīng)濟學立場出發(fā),倡導政府、市場、非營利組織三足鼎立的目標環(huán)境,重申社會工作本質(zhì)是解決社會問題,并從價值使命、運營策略、財務機制、規(guī)模能力、關系網(wǎng)絡、創(chuàng)新能力六個元素建構社工機構自主運營模式。本文通過剖析社會企業(yè)格萊珉的自主發(fā)展之路,為社工機構自主發(fā)展提供借鑒。本文最后從社會效應、社會資本、社會創(chuàng)新三角視角評估分析社工機構自主運營模式。社工機構自主運營模式的建構具有強烈的現(xiàn)實關懷,致力于社工機構嵌入性發(fā)展之外的新型道路探討,對社工機構實踐具有開創(chuàng)性的借鑒參考意義。
[Abstract]:In recent years, social work has developed rapidly. After the development of government purchasing projects embedded in the early stage of social work, the social work industry has made breakthroughs in institutional level, number level and purchasing level. From the standpoint of New Institutional Economics, the author advocates the tripartite objective environment of government, market and non-profit organizations, and reiterates that the essence of social work is to solve social problems, and that social work should be based on six aspects: value mission, operation strategy, financial mechanism, scale capability, relationship network and innovation capability. In the end, the paper evaluates and analyzes the self-operation mode of social workers institutions from the perspective of social effect, social capital and social innovation. Strong concern for reality, devoted to the social work institutions embedded in the development of new ways to explore, social work institutions to practice with pioneering reference.
