【摘要】：改革開放以來,我國社會結(jié)構(gòu)發(fā)生了深刻變化,社會群體出現(xiàn)分化,利益格局呈現(xiàn)多元化的發(fā)展方向。為適應(yīng)我國社會結(jié)構(gòu)分化和利益格局多元化的發(fā)展要求,政府需要推進(jìn)社會管理創(chuàng)新,拓寬社情民意的訴求渠道,把群眾利益訴求納入制度化、規(guī)范化、法制化的管理軌道。對于一個現(xiàn)代國家和社會來講,充分尊重公民的民主權(quán)利和利益訴求,暢通利益訴求的渠道,是促進(jìn)社會穩(wěn)定的“安全閥”和削減社會不滿情緒的“泄洪閘”。因此,不斷創(chuàng)新處理群眾利益訴求的方式,建立科學(xué)有效的利益訴求機(jī)制,具有重要的理論價值和實(shí)踐意義。 本文闡述了利益訴求的相關(guān)理論知識,通過文獻(xiàn)閱讀法、比較研究法等多種分析方法分析了我國利益訴求的現(xiàn)狀、存在的問題和產(chǎn)生的原因,提出了如何完善我國利益訴求機(jī)制的對策建議。全文包括六章內(nèi)容。第一章為引言部分,主要介紹本文研究的背景、目的、意義,國內(nèi)外研究的現(xiàn)狀,重點(diǎn)、難點(diǎn)和創(chuàng)新之處,以及本文的研究方法和研究思路。第二章為概述部分,主要介紹利益訴求機(jī)制的涵義和相關(guān)概念的界定,利益訴求機(jī)制的要素以及建立利益訴求機(jī)制應(yīng)當(dāng)遵循的原則。第三章為問題分析部分,主要分析利益訴求機(jī)制的現(xiàn)狀及存在的問題。通過分析,總結(jié)了現(xiàn)有利益訴求機(jī)制存在的三大問題,利益訴求規(guī)模龐大,利益訴求渠道不暢通,利益訴求結(jié)果不滿意。第四章為原因分析部分,主要介紹利益訴求機(jī)制出現(xiàn)問題的原因。通過分析,產(chǎn)生問題的原因是：經(jīng)濟(jì)發(fā)展導(dǎo)致社會利益加速分化,政府管理社會的職能被忽視,群眾的利益訴求能力不足。第五章為對策建議部分,主要分析完善利益訴求機(jī)制的對策建議。通過研究利益訴求機(jī)制存在的問題,分析產(chǎn)生問題的原因,提出相對應(yīng)的對策措施。提出的對策有三大方面,健全民主制度,完善政府職能,增強(qiáng)訴求能力。第六章是結(jié)論和展望,呼吁英雄人物的出現(xiàn)。完美的制度需要有完美的人物推動,雖然人民是歷史的創(chuàng)造者,但沒有英雄人物的推動,歷史總是被延誤。
[Abstract]:Since the reform and opening up, the social structure of our country has undergone profound changes, social groups have been divided, and the pattern of interests has been diversified. In order to meet the demands of the social structure differentiation and the diversification of interest pattern, the government should promote the innovation of social management, widen the appeal channels of social sentiment and public opinion, and bring the demands of the masses' interests into the management track of institutionalization, standardization and legalization. For a modern country and society, fully respecting citizens' democratic rights and interests and unblocking interest demands are the "safety valves" to promote social stability and the "floodgates" to reduce social discontent. Therefore, it is of great theoretical value and practical significance to constantly innovate the way of dealing with the interests of the masses and establish a scientific and effective mechanism of interest appeal. This paper expounds the relevant theoretical knowledge of interest demands, and analyzes the present situation, problems and causes of interest demands in China by means of literature reading, comparative research and other analytical methods. The countermeasures and suggestions on how to perfect the mechanism of interest appeal in our country are put forward. The full text includes six chapters. The first chapter is the introduction, mainly introduces the background, the purpose, the significance, the domestic and foreign research present situation, the key point, the difficulty and the innovation, as well as the research method and the research thought of this article. The second chapter is an overview part, mainly introduces the meaning of interest appeal mechanism and the definition of relevant concepts, the elements of interest appeal mechanism and the principles that should be followed in the establishment of interest appeal mechanism. The third chapter is the problem analysis part, mainly analyzes the interest appeal mechanism present situation and the existence question. Through the analysis, the author summarizes the three problems existing in the existing interest appeal mechanism, such as the huge scale of interest appeal, the unsmooth channel of interest appeal, and the unsatisfactory result of interest appeal. The fourth chapter is the reason analysis part, mainly introduces the reason of the problem of interest appeal mechanism. Through analysis, the causes of the problems are: economic development leads to the accelerated differentiation of social interests, the function of the government to manage society is ignored, and the ability of the masses to appeal for the interests is insufficient. The fifth chapter is the countermeasure suggestion part, mainly analyzes the countermeasure suggestion which consummates the interest appeal mechanism. By studying the problems existing in the mechanism of interest appeal, the causes of the problems are analyzed, and the corresponding countermeasures are put forward. The countermeasures put forward include three aspects: perfect democratic system, perfect government function and strengthen appeal ability. The sixth chapter is the conclusion and prospect, calling for the appearance of heroes. A perfect system requires a perfect personage. Although the people are the creators of history, history is always delayed without the help of heroes.
