[Abstract]:The term "positive digital divide" was first coined by the former president of the Markle Foundation, Leo Morri Seth, who pointed out that there is a gap between the "information rich" and the "information poor." Chinese scholars have also been extensively involved in the study of the digital divide in recent years. For example, Zhu Jianhua gives an operational definition of the digital divide, that is, how to measure the digital divide. Zhang Mingxin believes that the "third digital divide" is the "knowledge acquisition gap". In view of the different understanding of the "digital divide", the narrow definition of the "digital divide" is to limit the "digital divide" to the popularization of the Internet among different social groups or different regions.
