【摘要】：隨著全球經(jīng)濟(jì)的發(fā)展以及人類文明的進(jìn)步,參與國(guó)際行為的主體已經(jīng)超出了國(guó)家的范疇,其中非政府組織發(fā)揮著日益重要的作用。英國(guó)、美國(guó)作為世界上的發(fā)達(dá)國(guó)家,從對(duì)非政府組織的發(fā)展研究和實(shí)踐方面來(lái)看,有許多值得我們學(xué)習(xí)和借鑒之處。本文旨在對(duì)英美國(guó)際非政府組織在我國(guó)公共事業(yè)中參與模式與機(jī)制有一個(gè)較清晰的研究,提出其中存在的問(wèn)題并分析產(chǎn)生問(wèn)題的原因,進(jìn)而結(jié)合我國(guó)國(guó)情引提出如何完善英美非政府組織在我國(guó)公共公共事業(yè)中參與模式與機(jī)制的建議,從而促進(jìn)我國(guó)公共事業(yè)發(fā)展。文章對(duì)英國(guó)美國(guó)國(guó)際非政府組織在華公共事業(yè)中開(kāi)展活動(dòng)的歷程及發(fā)展軌跡進(jìn)行了分析和總結(jié),介紹了英美國(guó)際非政府組織參與我國(guó)公共事業(yè)的相關(guān)概念及理論,為英美國(guó)際非政府組織參與我國(guó)公共事業(yè)提供理論基礎(chǔ),并分別對(duì)英美國(guó)際非政府組織參與與我國(guó)公共事業(yè)中的參與模式及機(jī)制的表現(xiàn)做了介紹。通過(guò)案例分析其存在的現(xiàn)實(shí)問(wèn)題,針對(duì)英美國(guó)際非政府組織在參與模式與參與機(jī)制中的特點(diǎn),并對(duì)其進(jìn)行原因分析,試圖探尋解決英美國(guó)際非政府組織在參與我國(guó)公共事業(yè)領(lǐng)域中的完善建議以及對(duì)未來(lái)的展望。本文通過(guò)梳理改革開(kāi)放以來(lái)英美國(guó)際非政府參與我國(guó)共事業(yè)中的模式與機(jī)制,探討和研究這兩國(guó)在中國(guó)公共事業(yè)中參與機(jī)制中的現(xiàn)狀、特性、存在的問(wèn)題以及原因分析,認(rèn)為要從根本上改變著一現(xiàn)狀就必須大力發(fā)展公共事業(yè),加快體制改革和創(chuàng)新,就必須對(duì)英美國(guó)際非政府組織在華管理進(jìn)行全面升級(jí),建立統(tǒng)一的政策、法律規(guī)定,確保我國(guó)政府部門對(duì)英美國(guó)際非政府組織有著全面的掌控和系統(tǒng)管理,努力構(gòu)建完善有效的社會(huì)組織管理機(jī)制,使其朝著有利于中國(guó)公共事業(yè)發(fā)展的方向前進(jìn)。
[Abstract]:With the development of global economy and the progress of human civilization, the main body of international action has gone beyond the scope of the country, in which non-governmental organizations play an increasingly important role. As a developed country in the world, the United Kingdom and the United States have much to learn from the development research and practice of non-governmental organizations. The purpose of this paper is to make a clear study on the mode and mechanism of the participation of international non-governmental organizations in public utilities in China, and to put forward the existing problems and analyze the causes of the problems. Then according to the situation of our country, this paper puts forward some suggestions on how to perfect the mode and mechanism of the participation of British and American non-governmental organizations in the public utilities of our country, so as to promote the development of the public utilities in our country. This paper analyzes and summarizes the course and development track of the activities of British and American international non-governmental organizations in China, and introduces the relevant concepts and theories of the participation of British and American international non-governmental organizations in China's public utilities. This paper provides a theoretical basis for the participation of Anglo-American international non-governmental organizations in China's public utilities, and introduces the performance of the modes and mechanisms of participation of Anglo-American international non-governmental organizations in China's public utilities. Through the case analysis of its practical problems, in view of the British and American international non-governmental organizations in the participation model and participation mechanism of the characteristics, and the reasons for the analysis, This paper attempts to explore the suggestions and prospects for the improvement of the participation of British and American international non-governmental organizations in the field of public utilities in China. By combing the mode and mechanism of international non-governmental participation in China since the reform and opening up, this paper discusses and studies the present situation, characteristics, problems and causes of the two countries' participation in China's public utilities. In order to fundamentally change the status quo, it is necessary to vigorously develop public utilities, speed up the reform and innovation of the system, and comprehensively upgrade the management of British and American international non-governmental organizations in China, and establish a unified policy and legal provisions. To ensure that our government departments have a comprehensive control and systematic management of international non-governmental organizations in the United States and the United States, and strive to build an effective social organization management mechanism to make it move forward in favor of the development of public utilities in China.
