合肥市社會工作人才流失問題研究
[Abstract]:The social work originated in the west, and the social work started late in China, and its development level is low, so it has not yet formed a complete system. Since the rehabilitation of social work education in China in the 1990s, many scholars and practitioners have been still in the stage of study and exploration, and are committed to promoting the localization and specialization of social work. There is no doubt that the development of social work is the trend of the times and the inevitable requirements of social development, but its development path is not stable, there is still a long way to go. The development of various industries can not be separated from the support of professional talents. On the one hand, with the development of education, the talent reserve is gradually increasing, but at the same time, many industries still have the problem of shortage of professional talents; on the other hand, The loss of professional talents has brought a heavy blow to the development of the industry, which is especially prominent in the social work industry. Once a large number of social work professionals are lost, social work will be dealt a devastating blow, so how to retain social work professionals become the most important part of the development of social work industry. The brain drain in the social work industry is no accident and has spread across the country. This article takes Hefei as an example, first through combing the domestic and foreign research literature, from the macroscopic understanding of the current basic situation of social work brain drain and research status; then the overall development status of Hefei social work industry is combed. The characteristics of the demand for social work talents in Hefei and the purchase of public services by Hefei municipal government are briefly summarized. Through the investigation of the social work professionals such as the heads of social work institutions, on-the-job social workers, retired social workers, graduates of social work major in colleges and universities, It has been found that the brain drain of social work in Hefei is mainly reflected in the following two aspects: first, the flow of Hefei from the underdeveloped areas of central China to Beijing, Shanghai, Shenzhen, Guangzhou and other places, where the social work industry is relatively developed, The second is to completely leave the social work industry and turn to other industries. Secondly, it analyzes the influence of the brain drain of social work in Hefei, including the supply of specialized social work services, hinders the sustainable development of private social work institutions. Restrict the development of social work education and affect the self-accumulation and growth of personal occupation. Thirdly, according to the analysis of the current situation of the social work talent loss in Hefei, the author points out that the imperfect legal and policy guarantee mechanism of the social work industry may be the important reason for the stagnation of the social work industry. The regional differences in economic development also lead to the imbalance between regions in the development of social work industry, the irrational structure of social work talents also leads to the loss of social work talents to some extent. In addition, the malpractice of internal management in social work institutions and the unrealistic self-orientation of practitioners are the reasons for the brain drain of social work. Finally, aiming at the above problems, we explore the operational countermeasures to alleviate the brain drain of social work industry in Hefei from the macro, meso and micro levels, and promote the coordinated development of the social work industry through perfecting the social work policy guarantee mechanism. To optimize the internal structure of social workers, to promote the healthy development of social work institutions, to accurately position social work posts and to enhance the social workers' professional identity, to create a good and stable employment environment for many social workers. Promote the prosperity of the entire social work industry, and move towards a more professional and professional road.
