【摘要】：在以計(jì)算機(jī)技術(shù)、網(wǎng)絡(luò)技術(shù)、現(xiàn)代通訊技術(shù)為中心的信息化革命中,一個(gè)建立在互聯(lián)網(wǎng)內(nèi)部的新的社會(huì)組織形態(tài)——虛擬社會(huì)迅速形成,成為了平行于現(xiàn)實(shí)社會(huì)的“第二社會(huì)”。 虛擬社會(huì)的形成具有鮮明的技術(shù)性與社會(huì)性,本文首先從虛擬社會(huì)的產(chǎn)生、發(fā)展歷程及自身基本特征入手,指出虛擬社會(huì)一方面是一種由“比特”為基本單位構(gòu)成的電子空間,是現(xiàn)代科技的產(chǎn)物。另一方面,虛擬社會(huì)更是由人類在計(jì)算機(jī)網(wǎng)絡(luò)中展開活動(dòng),相互作用形成的社會(huì)關(guān)系體系,是人類社會(huì)的社會(huì)性創(chuàng)造物。即解答好虛擬社會(huì)究竟是什么的命題。 虛擬社會(huì)與現(xiàn)實(shí)社會(huì)的交集越來越大,越來越多的滲透到現(xiàn)實(shí)社會(huì)的方方面面,引起了當(dāng)代社會(huì)生產(chǎn)力、生產(chǎn)方式、社會(huì)結(jié)構(gòu)、人際交往方式等各個(gè)方面一系列的變化。這些變化產(chǎn)生的影響既有積極方面,也有消極方面,本文將從正反兩方面進(jìn)行評(píng)析,提出虛擬社會(huì)對(duì)推動(dòng)人類社會(huì)進(jìn)步具有不可替代的重要作用和意義,同時(shí)提出對(duì)虛擬社會(huì)采取監(jiān)管是為了更好有利于其自身發(fā)展,促進(jìn)現(xiàn)實(shí)社會(huì)的穩(wěn)定與和諧,解答好虛擬社會(huì)為什么要監(jiān)管的命題。 目前,維護(hù)虛擬社會(huì)的良性運(yùn)轉(zhuǎn),對(duì)虛擬社會(huì)采取適當(dāng)?shù)谋O(jiān)管,已被世界各國(guó)均高度關(guān)注,并紛紛運(yùn)用各種方式方法加以嘗試。對(duì)我國(guó)現(xiàn)有監(jiān)管體制進(jìn)行全面總結(jié)梳理,剖析現(xiàn)有做法存在的問題及不足,進(jìn)而通過對(duì)國(guó)外政府虛擬社會(huì)先進(jìn)的監(jiān)管方法等進(jìn)行研究,通過對(duì)比分析找出可供借鑒的有益方面,是作者為下一步提出創(chuàng)新與改良我國(guó)虛擬社會(huì)網(wǎng)絡(luò)監(jiān)管體制所作的重要鋪墊及必要環(huán)節(jié)。 在本文最后部分,作者試圖對(duì)虛擬社會(huì)究竟應(yīng)該怎么管做出自己的解答,通過社會(huì)公共管理等一般理論,透過建設(shè)服務(wù)型政府的研究視角,提出改進(jìn)我國(guó)虛擬社會(huì)網(wǎng)絡(luò)監(jiān)管體制應(yīng)從重構(gòu)與拓展政府職能、加強(qiáng)法治建設(shè)、網(wǎng)上社會(huì)的現(xiàn)實(shí)化管理及先進(jìn)文化引領(lǐng)等四個(gè)方面內(nèi)容著手的路徑選擇。
[Abstract]:In the information revolution with computer technology, network technology and modern communication technology as the center, a new social organization form-virtual society formed rapidly. It has become the "second society" parallel to the real society. The formation of virtual society has distinct technology and sociality. This paper starts with the emergence, development course and basic characteristics of virtual society, and points out that virtual society is a kind of electronic space composed of "bits" as the basic unit, on the one hand, the virtual society is a kind of electronic space which is composed of "bits" as the basic unit. It is the product of modern science and technology. On the other hand, the virtual society is a social relationship system formed by human beings' activities and interaction in computer networks, and it is a social creation of human society. That is, to solve the problem of what virtual society is. The intersection of the virtual society and the real society is more and more, more and more infiltrating into all aspects of the real society, causing a series of changes in the contemporary social productive forces, production methods, social structure, interpersonal communication style and other aspects of a series of changes. The impact of these changes has both positive and negative aspects. This paper will comment on both positive and negative aspects, and point out that virtual society plays an irreplaceable role and significance in promoting the progress of human society. At the same time, it is put forward that the purpose of taking supervision on the virtual society is to promote the stability and harmony of the real society, and to solve the proposition of why the virtual society should be supervised. At present, maintaining the benign operation of the virtual society and taking appropriate supervision of the virtual society have been highly concerned by all countries all over the world, and have been tried by various ways and methods one after another. This paper summarizes and combs the existing supervision system of our country, analyzes the problems and shortcomings of the existing practice, and through the research on the advanced supervision methods of the foreign government virtual society, finds out the beneficial aspects for reference through the comparative analysis. It is an important foreshadowing and necessary link for the author to bring forth new ideas and improve the supervision system of virtual social network in our country. In the last part of this paper, the author tries to make his own answer on how to manage the virtual society, through the general theory of social public management, through the research perspective of building service-oriented government. This paper puts forward four ways to improve the network supervision system of virtual society in our country, such as reconstructing and expanding the government function, strengthening the construction of rule of law, the realistic management of the online society and the leading of advanced culture.
