【摘要】：全球互聯(lián)網(wǎng)治理在經(jīng)歷了個(gè)人管理到以互聯(lián)網(wǎng)名稱(chēng)與數(shù)字地址分配機(jī)構(gòu)為核心的"網(wǎng)絡(luò)化治理"后,正在邁向"賦權(quán)社群"主導(dǎo)的、基于"多利益攸關(guān)方"模式的全球共治。它呈現(xiàn)出以下趨勢(shì):"賦權(quán)社群"將取代美國(guó)商務(wù)部成為互聯(lián)網(wǎng)關(guān)鍵資源新的管理者,各利益攸關(guān)方的博弈局面將更加復(fù)雜;"全體共識(shí)"原則和"回避政策"提高了政府干預(yù)的門(mén)檻,國(guó)家間合作被提上議程;私人部門(mén)在治理架構(gòu)中占據(jù)有利地位,互聯(lián)網(wǎng)治理模式維護(hù)了舊有的權(quán)力結(jié)構(gòu)。全球共治為新興互聯(lián)網(wǎng)大國(guó)提供了新的機(jī)遇和挑戰(zhàn)。
[Abstract]:Global Internet governance, after personal management to "networked governance" with Internet name and digital address allocation agencies at its core, is moving towards a "empowering community" led by global co-governance based on a "multi-stakeholder" model. It shows the following trend: empowering Communities will replace the Department of Commerce as the new administrator of critical resources on the Internet. The gaming situation among stakeholders will be more complex; the "consensus of the whole" principle and the "avoidance policy" have raised the threshold for government intervention and inter-State cooperation has been put on the agenda; and the private sector is well positioned in governance structures, Internet governance model maintains the old power structure. Global co-governance provides new opportunities and challenges for emerging Internet powers.
