社會(huì)工作在基層社會(huì)管理創(chuàng)新中的使命與作為探討

【摘要】:在當(dāng)前經(jīng)濟(jì)轉(zhuǎn)軌和社會(huì)轉(zhuǎn)型的關(guān)鍵時(shí)期,黨和國(guó)家將社會(huì)建設(shè)和社會(huì)管理提升到了十分重要的戰(zhàn)略位置。社會(huì)主義和諧社會(huì)的建設(shè)客觀要求大力推進(jìn)基層社會(huì)管理的創(chuàng)新,社會(huì)管理的重點(diǎn)、難點(diǎn)和著力點(diǎn)都在基層,基層社會(huì)管理創(chuàng)新已成為學(xué)術(shù)界和實(shí)踐領(lǐng)域的熱點(diǎn)問題和難點(diǎn)問題。現(xiàn)代社會(huì)工作是以一定的價(jià)值理念和科學(xué)精神為指導(dǎo),以專業(yè)知識(shí)為基礎(chǔ),既具學(xué)科性,又具實(shí)務(wù)性的專業(yè)工作。它具有立足基層,接近群眾,提供一線服務(wù)等特征,可為基層社會(huì)管理的創(chuàng)新提供新的視角、新的思路和新的手段。 本研究以實(shí)地調(diào)查、個(gè)案訪談等研究方法,從社會(huì)工作角度對(duì)基層社會(huì)管理創(chuàng)新展開研究,初步探討了社會(huì)工作在我國(guó)基層社會(huì)管理創(chuàng)新這一歷史進(jìn)程中所擔(dān)負(fù)的時(shí)代使命和應(yīng)有的積極作為。 社會(huì)工作與基層社會(huì)管理創(chuàng)新之間具有緊密的聯(lián)系。社會(huì)工作具有個(gè)體層面的慈善與助人使命和社會(huì)層面的調(diào)諧與維穩(wěn)要求。而基層社會(huì)管理創(chuàng)新的主要任務(wù)是管理理念的創(chuàng)新、管理方式的創(chuàng)新和管理手段的創(chuàng)新。二者關(guān)系密切,社會(huì)工作為基層社會(huì)管理創(chuàng)新提供了新視角,新方法;基層社會(huì)管理創(chuàng)新需要社會(huì)工作,呼喚社會(huì)工作的介入及其功能的發(fā)揮。 本文以個(gè)案分析與訪談資料相結(jié)合的方式,分析作為不同介入路徑選擇的機(jī)構(gòu)類社會(huì)工作與崗位類社會(huì)工作在基層社會(huì)管理中使命與作為的差異性,從中得到發(fā)現(xiàn):(1)不論是以專業(yè)的社工機(jī)構(gòu)還是以社工崗位為介入基層社會(huì)的路徑,都能實(shí)現(xiàn)較好的管理目標(biāo),能夠有效地提高基層社會(huì)管理的水平和成效;(2)不同資金型的社工和不同部門與領(lǐng)域中的社會(huì)工作的使命具有一定的差異性,但是它們都有 一個(gè)共同的使命,那就是助人自助,服務(wù)社會(huì)包括服務(wù)基層社會(huì)的管理。(3)當(dāng)前的社工機(jī)構(gòu)仍然存在很多的問題:包括資金來源單一對(duì)政府依賴性過強(qiáng)、機(jī)構(gòu)服務(wù)特色不鮮明、社會(huì)資源凝聚能力不強(qiáng)、社會(huì)認(rèn)可度低、制度保障缺乏等問題。在一定程度上限制了社會(huì)工作在基層社會(huì)管理領(lǐng)域里的拓展,使基層社會(huì)管理的創(chuàng)新受到了一定限制。(4)崗位社工也存在一定的問題,諸如政府行政約束過多、管理不當(dāng)、其自主性受到挑戰(zhàn)等,在一定程度上阻礙了基層社會(huì)管理人員素質(zhì)的提高和基層管理理念的創(chuàng)新。
[Abstract]:In the critical period of economic transition and social transformation, the Party and the country have promoted social construction and social management to a very important strategic position. The construction of a harmonious socialist society requires vigorously promoting the innovation of social management at the grass-roots level. The key points, difficulties and emphases of social management are all at the grass-roots level. Social management innovation at grassroots level has become a hot and difficult problem in academic and practical fields. Modern social work is a kind of professional work, which is guided by certain value idea and scientific spirit, and based on professional knowledge. It has the characteristics of establishing itself at the grass-roots level, approaching the masses and providing front-line services. It can provide a new perspective, new ideas and new means for the innovation of social management at the grass-roots level. In this study, field investigation, case interview and other research methods are used to study the innovation of grass-roots social management from the perspective of social work. This paper preliminarily discusses the epoch mission and positive action of social work in the historical process of social management innovation at the grass-roots level in our country. There is a close relationship between social work and social management innovation at the grass-roots level. Social work has individual philanthropic and helpful mission and social tuning and stability requirements. The main task of social management innovation at grassroots level is the innovation of management idea, the innovation of management method and the innovation of management means. The two are closely related, and social work provides a new perspective and method for social management innovation at the grass-roots level, which calls for the intervention of social work and the exertion of its function. By combining case analysis with interview data, this paper analyzes the difference between institutional social work and post social work in grass-roots social management. It is found that both professional social work institutions and social work posts can achieve better management objectives and effectively improve the level and effectiveness of grass-roots social management. Social workers of different capital types and social work missions in different departments and fields have some differences, but they all have a common mission, that is, to help others to help themselves. The service society includes the management of serving the grass-roots society. (3) there are still many problems in the current social work organizations: the single source of funds is too dependent on the government, the service characteristics of the organizations are not clear, and the ability of social resources agglomeration is not strong. Low social recognition, lack of institutional protection and other problems. To a certain extent, it restricts the expansion of social work in the field of social management at the grass-roots level, and makes the innovation of social management at the grass-roots level subject to certain restrictions. Its autonomy is challenged to some extent, which hinders the improvement of the quality of grass-roots social management personnel and the innovation of grass-roots management concept.
