【摘要】:交通執(zhí)法部門已成為城市日常管理的一個重要部門,它擔(dān)負(fù)著公共交通、道路運(yùn)輸、水路運(yùn)輸、公路維護(hù)等多項(xiàng)行政執(zhí)法職能。然而,只要留心關(guān)注媒體的報(bào)道和網(wǎng)絡(luò)的熱議話題,涉及到交通執(zhí)法的絕大多數(shù)都是一些負(fù)面新聞,如“暴力執(zhí)法”、“釣魚執(zhí)法”等,2009年上海的“釣魚執(zhí)法事件”更是把交通執(zhí)法人的形象推向了最低谷。 交通執(zhí)法人員一方面長期面對細(xì)、碎、繁、雜的工作任務(wù),另一方面是公眾對自己的不理解和謾罵,他們的職業(yè)壓力不容忽視,其工作和生活的壓力已經(jīng)嚴(yán)重超出了自身的承受范圍。而由于交通系統(tǒng)內(nèi)部沒有一套有效緩解職業(yè)壓力的方法,導(dǎo)致:一方面一些執(zhí)法人員容易產(chǎn)生工作倦怠或高血壓、心臟病等問題;另一方面,工作過程中不文明執(zhí)法時(shí)有發(fā)生,造成了極為惡劣的社會反響。 交通執(zhí)法人員是國家公共政策的執(zhí)行者,對民眾的日常行為履行管理職責(zé),其職業(yè)壓力勢必影響著公共政策的執(zhí)行效果和社會的正常運(yùn)作發(fā)展。眾多職業(yè)壓力的研究都表明這一政府組織內(nèi)部存在任務(wù)、制度、文化等各方面的公共管理問題。 基于以上研究背景,本文的研究意義在于:了解廣州交通執(zhí)法人員的職業(yè)壓力現(xiàn)狀;深入分析廣州交通執(zhí)法人員的職業(yè)壓力結(jié)構(gòu),為交通執(zhí)法的改革發(fā)展提供心理學(xué)依據(jù);從組織和個人層面提出緩解交通執(zhí)法人員職業(yè)壓力的對策,促進(jìn)交通執(zhí)法的和諧與穩(wěn)定;完善相關(guān)人事制度設(shè)計(jì),為其他執(zhí)法部門提供制度層面的借鑒。
[Abstract]:Traffic law enforcement department has become an important department in the daily management of the city. It is responsible for many administrative law enforcement functions such as public transportation, road transportation, waterway transportation, highway maintenance and so on. However, as long as attention is paid to media coverage and the hot discussion on the Internet, the vast majority of people involved in traffic law enforcement are in negative news, such as "violent law enforcement." "fishing law enforcement", 2009 "fishing law enforcement incident" in Shanghai has pushed the image of traffic bailiff legal person to the lowest point. Traffic law enforcement officers, on the one hand, face detailed, fragmented, complicated and miscellaneous tasks for a long time, and on the other hand, the public does not understand and abuse themselves. Their professional pressure should not be ignored. The pressure of work and life has gone beyond its limits. Because there is no effective way to relieve occupational pressure within the transportation system, on the one hand, some law enforcement personnel are prone to job burnout, hypertension, heart disease and other problems; on the other hand, uncivilized law enforcement occurs from time to time in the course of work. It caused an extremely bad social reaction. Traffic law enforcement personnel are the executors of national public policies. They perform their management duties on the daily behavior of the public, and their occupational pressure will inevitably affect the implementation effect of public policies and the normal operation and development of the society. Many studies on occupational stress show that there are many problems in public administration in this government organization, such as task, institution, culture and so on. Based on the above research background, the research significance of this paper is to understand the current situation of traffic law enforcement personnel in Guangzhou, analyze the occupational stress structure of traffic law enforcement personnel in Guangzhou, and provide psychological basis for the reform and development of traffic law enforcement. In order to promote the harmony and stability of traffic law enforcement, the author puts forward the countermeasures to alleviate the occupational pressure of traffic law enforcement officials from the organizational and personal level, and consummates the design of relevant personnel system to provide reference for other law enforcement departments.
