【摘要】：農(nóng)村留守婦女群體是我國(guó)社會(huì)工作的重要活動(dòng)群體。從社會(huì)工作的視角探討農(nóng)村留守婦女群體的金融服務(wù)是社會(huì)工作服務(wù)社會(huì)地有益嘗試。本文基于永新農(nóng)商銀行的客戶調(diào)查情況,運(yùn)用小組工作方法介入農(nóng)村留守婦女群體金融服務(wù),就如何改善農(nóng)村金融服務(wù)水平提出對(duì)策及建議,旨在幫助農(nóng)村留守婦女群體提升有效獲取金融服務(wù)的能力。綜合分析,當(dāng)前我國(guó)農(nóng)村留守婦女群體金融服務(wù)存在以下問(wèn)題:(一)留守婦女群體自身文化層次低、易上當(dāng)受騙、對(duì)新型金融工具運(yùn)用生疏等;(二)銀行層面服務(wù)水平有待提高、基礎(chǔ)設(shè)施不完善;(三)政府整治金融亂象及惠民財(cái)稅政策的力度亟待加強(qiáng),等等。結(jié)合上述討論,本文探討了社工介入農(nóng)村留守婦女金融服務(wù)的必要性及可行性�；谝陨戏治�,本文從以下三個(gè)層面提出改善農(nóng)村留守婦女金融服務(wù)的政策措施:從幫助農(nóng)村留守婦女群體自身來(lái)說(shuō),提升農(nóng)村留守婦女金融技能,引導(dǎo)農(nóng)村留守婦女防范金融詐騙等;從聯(lián)合銀行完善服務(wù)方面來(lái)說(shuō),社會(huì)工作者必要時(shí)進(jìn)駐銀行,幫助提升農(nóng)村留守婦女金融需求服務(wù)滿意度,拓展農(nóng)村留守婦女金融服務(wù)形式,協(xié)助銀行應(yīng)對(duì)農(nóng)村留守婦女金融詐騙;從倡議政府和金融機(jī)構(gòu)主管部門(mén)加強(qiáng)監(jiān)管方面來(lái)說(shuō),倡議政府出臺(tái)相應(yīng)的金融法規(guī),大力整治農(nóng)村金融亂象,建議政府在農(nóng)村一些優(yōu)質(zhì)投資項(xiàng)目上給予金融機(jī)構(gòu)以財(cái)稅優(yōu)惠政策。
[Abstract]:Rural left-behind women group is an important activity group of social work in our country. From the perspective of social work, it is a beneficial attempt to explore the financial service of rural women left behind. Based on the customer investigation of Yongxin Rural Merchants Bank, this paper puts forward some countermeasures and suggestions on how to improve the level of rural financial services by using group work methods to intervene in the financial services of rural women left behind. The aim is to help rural groups of women left behind to improve their ability to effectively access financial services. Comprehensive analysis shows that the following problems exist in the current financial services of rural women groups left behind in China: (1) the group of women left behind has a low level of culture and is easy to be deceived. The application of new financial instruments needs to be improved (2) the level of service at the bank level needs to be improved, and the infrastructure is not perfect. (3) the government's efforts to rectify the financial chaos and the fiscal and taxation policies for the benefit of the people need to be strengthened urgently, and so on. Based on the above discussion, this paper discusses the necessity and feasibility of social workers' intervention in rural women's financial services. Based on the above analysis, this paper puts forward the policy measures to improve the rural left-behind women's financial services from the following three aspects: to help the rural left-behind women to improve their financial skills, To guide rural women left behind to prevent financial fraud, and so on; from the perspective of the United Bank to improve its services, social workers should be stationed in the banks when necessary to help raise the satisfaction of rural left-behind women in providing financial services. To expand the forms of financial services for rural left-behind women, to assist banks in dealing with financial fraud against rural left-behind women, and to advocate the government to enact corresponding financial laws and regulations in terms of strengthening supervision and control by the government and the competent departments of financial institutions. It is suggested that the government should give financial institutions preferential policies of finance and taxation on some high-quality investment projects in rural areas.
