【摘要】：人口老齡化問(wèn)題正在充斥著全世界各個(gè)國(guó)家經(jīng)濟(jì)和社會(huì)的發(fā)展進(jìn)程。而我國(guó)這樣一個(gè)人口數(shù)量基數(shù)大,國(guó)民經(jīng)濟(jì)底子薄的國(guó)家,人口老齡化更是一個(gè)需要急切關(guān)注和解決的問(wèn)題。我國(guó)實(shí)行的一刀切的退休政策,越來(lái)越多的老年人才就這樣脫離了社會(huì)發(fā)展,而回歸家庭所在的社區(qū),進(jìn)入了在家養(yǎng)老的閑暇生活。我國(guó)社會(huì)隨著老年人數(shù)量的增加,“四二一”的家庭格局逐漸影響著家庭和社會(huì)的經(jīng)濟(jì)發(fā)展,給中國(guó)家庭帶來(lái)了很大的壓力；而在我國(guó)經(jīng)濟(jì)發(fā)展過(guò)程中,需要各方面人才支持的情況下,如果使這些在閑置在社區(qū)中的有技術(shù)、有經(jīng)驗(yàn)、有熱情和意愿,想要再次參與社會(huì)的老年人力資源合理開(kāi)發(fā)和利用起來(lái),是我們面臨的一個(gè)重要的問(wèn)題。 老年人才沒(méi)有合理的開(kāi)發(fā)和利用起來(lái)的原因不是他們不愿意,我國(guó)現(xiàn)在超過(guò)60歲的老年人都是經(jīng)歷過(guò)改革開(kāi)放,為中國(guó)建設(shè)奉獻(xiàn)過(guò)力量和極具熱忱的,他們對(duì)社會(huì)的發(fā)展有著我們年輕人所不能比擬的熱情。只是沒(méi)有好的渠道和途徑來(lái)組織和幫助他們?nèi)グl(fā)揮余熱,實(shí)現(xiàn)再次投身社會(huì)建設(shè)的意愿。 解決老年人才合理利用和開(kāi)發(fā)的問(wèn)題,應(yīng)該通過(guò)社區(qū)的作用和獨(dú)特優(yōu)勢(shì)。經(jīng)濟(jì)轉(zhuǎn)軌、社會(huì)轉(zhuǎn)型后單位人逐漸演變成了社會(huì)人、社區(qū)人,大量退休老年人口已開(kāi)始進(jìn)入社區(qū),由社區(qū)進(jìn)行管理和照顧,實(shí)行社區(qū)化管理。而社區(qū)有政府的支持,有社會(huì)的協(xié)作,我們應(yīng)該充分發(fā)揮社區(qū)工作職能,充分利用社區(qū)基礎(chǔ)設(shè)施,通過(guò)完善社區(qū)的為老服務(wù),代替政府使這些離退休老年達(dá)到價(jià)值最大化,為了社會(huì)經(jīng)濟(jì)發(fā)展做貢獻(xiàn)。 但是我們現(xiàn)在的社區(qū)還遠(yuǎn)遠(yuǎn)沒(méi)有達(dá)到這個(gè)要求,社區(qū)的基礎(chǔ)設(shè)施還不夠完善,還沒(méi)有充分的發(fā)揮出它社區(qū)的工作職能來(lái)為老年人服務(wù)。利用社區(qū)的特殊作用和優(yōu)勢(shì)來(lái)讓老年人才能夠最大限度的發(fā)揮他們的余熱,使他們晚年生活更有意義,改善他們個(gè)人和家庭的生活狀態(tài)和經(jīng)濟(jì)狀況,為社會(huì)的發(fā)展做出重要貢獻(xiàn),這些依然是我們現(xiàn)在的社區(qū)工作所缺乏和急需要改善的。 本文通過(guò)閱讀和梳理相關(guān)文獻(xiàn)資料,分析了我國(guó)老年人才沒(méi)有得到發(fā)揮和利用的現(xiàn)狀以及對(duì)老年人的生活和社會(huì)發(fā)展的影響。并且采用的問(wèn)卷調(diào)查的方法,以長(zhǎng)春市綠園區(qū)為例,以隨機(jī)抽樣的方法對(duì)老年人進(jìn)行了調(diào)查和結(jié)果分析,發(fā)現(xiàn)了目前社區(qū)在老年人才資源合理開(kāi)發(fā)利用上面的一些問(wèn)題,并提出了如何充分利用社區(qū)的功能和優(yōu)勢(shì),對(duì)老年人力資源開(kāi)發(fā)進(jìn)行社區(qū)支持的相關(guān)對(duì)策和建議。
[Abstract]:The problem of population aging is full of the economic and social development process of every country all over the world. However, in a country with a large population base and a weak national economy, the aging population needs urgent attention and solution. In our country, more and more old people get rid of the social development and return to the community where their families live, and enter the leisure life of old-age care at home because of the across-the-board retirement policy in our country. With the increase of the number of the elderly in our society, the family pattern of "4 / 21" has gradually affected the economic development of the family and society, which has brought great pressure to the Chinese family; however, in the course of the economic development of our country, With the support of people from all walks of life, if these older human resources who are idle in the community have the skills, experience, enthusiasm and willingness to participate again in the development and utilization of society's human resources, Is an important problem we face. The reason why the elderly do not have reasonable development and utilization is not that they are unwilling to do so. All the elderly people over 60 years of age in our country have gone through the reform and opening up policy, and have devoted their strength and enthusiasm to the construction of China. They have an unparalleled enthusiasm for the development of our society. But there are no good channels and ways to organize and help them to exert their afterheat and realize their willingness to commit themselves to social construction again. To solve the problem of rational utilization and development of the elderly, the role and unique advantages of the community should be adopted. After the economic transition, the unit people have gradually evolved into social people, community people, a large number of retired elderly people have begun to enter the community, by the community to manage and take care of, the implementation of community management. And the community has the support of the government and the cooperation of the society. We should give full play to the function of community work, make full use of the community infrastructure, and take the place of the government to maximize the value of these retired elderly people by improving the community's service for the elderly. To contribute to social and economic development. But our community is still far from meeting this requirement, and the infrastructure of the community is not perfect enough to give full play to the work function of its community to serve the elderly. Using the special role and advantages of the community to enable older persons to maximize their remaining heat, to make their later years more meaningful and to improve their personal and family living and economic conditions, Make important contributions to the development of our society, which are still lacking in our community work and urgently need to be improved. By reading and combing the relevant literature, this paper analyzes the current situation of the elderly in our country who have not been brought into play and used, and the influence on the life and social development of the elderly. With the method of questionnaire, taking Changchun Green Park as an example and using random sampling method to investigate and analyze the results of the elderly, we find some problems in the rational development and utilization of the elderly talent resources in the community at present. And put forward how to make full use of the functions and advantages of the community, and put forward the relevant countermeasures and suggestions on community support for the development of human resources for the elderly.
