【摘要】：伴隨著經(jīng)濟體制改革和社會管理體制改革,中國社會領(lǐng)域發(fā)生了翻天覆地的變化。作為社會建設(shè)的重要微觀主體,城市社區(qū)建設(shè)正如火如荼進行,影響著人們生產(chǎn)生活乃至思想的各個方面。在這個過程中,人們參與社區(qū)建設(shè)的愿望越來越強烈。這種參與熱情是客觀存在的,它既是人們追求社會生活的本能需求,又是人們改善生存環(huán)境的重要預(yù)期。社會的日益開放正是實現(xiàn)這種愿望實現(xiàn)的重要契機。 就我國社區(qū)參與而言,其顯著特征就是組織化程度高。有研究表明,中國社區(qū)參與在很大程度上是組織化的。然而,目前我國社區(qū)組織化參與呈現(xiàn)出與社會發(fā)展不相適應(yīng)的特征,社區(qū)組織化參與在滿足城市社區(qū)居民參與需求和促進城市社區(qū)建設(shè)方面處于尷尬的位置。究其原因,社區(qū)自治組織自治性質(zhì)的喪失和參與能力不足是主要原因,而這應(yīng)該成為社區(qū)自治改革關(guān)注的問題。就社區(qū)參與組織化而言,回歸居委會的自治性質(zhì),培養(yǎng)更多的社區(qū)自治組織是可行之道。 本文在分析社區(qū)組織化參與相關(guān)概念的基礎(chǔ)上,對城市社區(qū)重要的參與組織進行梳理和總結(jié),指出四種不同的參與機制。針對目前社區(qū)組織化參與的現(xiàn)狀和不足,從利益、組織能力和組織關(guān)系等角度全方位分析問題的原因,指出改善城市社區(qū)組織化參與的可行的途徑。
[Abstract]:With the reform of economic system and social management system, great changes have taken place in China's social field. As an important microcosmic subject of social construction, urban community construction is in full swing, which affects people's production and life and even all aspects of their thoughts. In this process, people's desire to participate in community building is getting stronger and stronger. This kind of enthusiasm for participation exists objectively. It is not only the instinctive demand of people to pursue social life, but also the important expectation for people to improve their living environment. The increasingly open society is an important opportunity to realize this desire. As far as community participation in our country is concerned, its remarkable characteristic is its high degree of organization. Studies have shown that Chinese community participation is largely organized. However, at present, the organized participation of the community in our country is not suitable for the social development, and the organized participation of the community is in an awkward position in meeting the needs of the residents of the urban community and promoting the construction of the urban community. The main reason is the loss of autonomy and the lack of ability to participate in community autonomy, which should be paid attention to in the reform of community autonomy. In terms of community participation organization, it is feasible to return to the autonomous nature of neighborhood committee and train more community autonomous organizations. On the basis of analyzing the related concepts of community organized participation, this paper combs and summarizes the important participating organizations in urban communities, and points out four different participation mechanisms. In view of the present situation and deficiency of community organized participation, this paper analyzes the causes of the problems from the angle of interest, organization ability and organization relationship, and points out the feasible ways to improve the organized participation of urban community.
