【摘要】：社會(huì)工作的發(fā)展史在相當(dāng)程度上就是與貧困做斗爭(zhēng)的歷史。社會(huì)工作參與精準(zhǔn)扶貧,旨在構(gòu)建精準(zhǔn)扶貧政策的雙向合力,形成既有政府自上而下的政策主導(dǎo),又有自下而上的社會(huì)參與的全新局面。社會(huì)工作參與精準(zhǔn)扶貧,將改善政府主導(dǎo)的科層制弊端,從救助個(gè)案的狹隘精準(zhǔn)中解放出來,以生態(tài)系統(tǒng)視角關(guān)注貧困人群與環(huán)境各要素的相互作用,以及系統(tǒng)內(nèi)與系統(tǒng)間的相互關(guān)系。在實(shí)務(wù)中體現(xiàn)為社會(huì)工作指引的整合式、專業(yè)化扶貧,通過主體系統(tǒng)、服務(wù)對(duì)象、工作過程、實(shí)施效果四大系統(tǒng)的聯(lián)通聯(lián)動(dòng),促進(jìn)精準(zhǔn)扶貧工作由中淺層參與到深度介入,真正實(shí)現(xiàn)精準(zhǔn)扶貧的內(nèi)在性政策目標(biāo)實(shí)現(xiàn),并為國(guó)家治理體系與治理能力現(xiàn)代化在農(nóng)村的實(shí)現(xiàn)探索支撐體系。
[Abstract]:The history of social work is, to a certain extent, the history of fighting poverty. The purpose of social work participation in precision poverty alleviation is to construct the two-way joint force of precision poverty alleviation policy, and form a new situation of government policy leading from top to bottom and social participation from bottom to top. The participation of social work in precision poverty alleviation will improve the shortcomings of the government-led hierarchy system, liberate itself from the narrow precision of relief cases, and focus on the interaction between the poor and the various elements of the environment from an ecosystem perspective. And the relationship between the system and the system. In practice, the integration of social work guidance, specialized poverty alleviation, through the main system, service object, work process, the implementation of the four systems of linkage, to promote precision poverty alleviation work from the shallow level to the depth of involvement, The intrinsic policy goal of accurate poverty alleviation is realized, and the supporting system is explored for the realization of national governance system and the modernization of governance ability in rural areas.
