【摘要】：隨著我國(guó)現(xiàn)代化、工業(yè)化步伐的加快,數(shù)以億計(jì)的農(nóng)村剩余勞動(dòng)力遷移到了城市,為農(nóng)村發(fā)展、城市繁榮做出了重大貢獻(xiàn),社會(huì)服務(wù)對(duì)于解決農(nóng)民工問(wèn)題,提升農(nóng)民工生活質(zhì)量,促進(jìn)農(nóng)民工城市融入具有重要的作用與意義,但是由于公民權(quán)的缺失,農(nóng)民工的相關(guān)服務(wù)往往得不到應(yīng)有的保障。在政府、企業(yè)、社會(huì)層面服務(wù)供給普遍不足的情況下,作為農(nóng)民工與政府、企業(yè)、社會(huì)力量的橋梁,關(guān)心他們的生產(chǎn)生活已經(jīng)成為企業(yè)社會(huì)工作的重要內(nèi)容。本文在公民權(quán)視角下探索企業(yè)社會(huì)工作介入農(nóng)民工服務(wù)的研究,通過(guò)文獻(xiàn)收集、深度訪談、對(duì)比分析的研究方法,了解現(xiàn)階段農(nóng)民工服務(wù)供給的現(xiàn)狀,介紹企業(yè)社會(huì)工作介入農(nóng)民工服務(wù)的目標(biāo)與內(nèi)容,明確企業(yè)社會(huì)工作介入的優(yōu)勢(shì)與局限,以期提出構(gòu)建企業(yè)社會(huì)工作服務(wù)農(nóng)民工體系的新格局和新思路,從而豐富企業(yè)社會(huì)工作和農(nóng)民工問(wèn)題的理論與實(shí)務(wù)研究。論文的具體內(nèi)容安排如下： 第一部分導(dǎo)論,首先提出本課題的研究背景、目的和意義,梳理相關(guān)文獻(xiàn)以及界定概念,并指明本課題研究的理論依據(jù)、研究方法和創(chuàng)新之處； 第二部分從政府、企業(yè)、社會(huì)、農(nóng)民工群體四個(gè)層面論述當(dāng)前農(nóng)民工服務(wù)的現(xiàn)狀,政府部門(mén)的職能缺位、企業(yè)的不重視、社會(huì)層面的專業(yè)化程度低、農(nóng)民工群體的意識(shí)不強(qiáng)都體現(xiàn)了企業(yè)社會(huì)工作介入的必要性； 第三部分簡(jiǎn)述了企業(yè)社工介入農(nóng)民工服務(wù)的目標(biāo)與內(nèi)容,主要目標(biāo)是拓寬農(nóng)民工的政治參與渠道、維護(hù)他們勞動(dòng)權(quán)益并為其爭(zhēng)取社會(huì)福利與保障,目前主要開(kāi)展的服務(wù)有基本權(quán)益的爭(zhēng)取與維護(hù)、社會(huì)化再教育與職業(yè)化培訓(xùn)、豐富精神文化生活、心理疏導(dǎo)與人際交往輔導(dǎo)、農(nóng)民工子女教育五個(gè)方面的內(nèi)容； 第四部分主要分析了企業(yè)社工介入農(nóng)民工服務(wù)的優(yōu)勢(shì)與局限,企業(yè)社工有著國(guó)家的高度重視、專業(yè)的價(jià)值理念、科學(xué)的服務(wù)方法、柔性的角色定位、多元的工作模式的優(yōu)勢(shì),但也存在社會(huì)認(rèn)同度低、實(shí)踐經(jīng)驗(yàn)不足、制度設(shè)計(jì)缺乏、績(jī)效難以評(píng)估、倫理目標(biāo)困境的局限；第五部分在分析了企業(yè)社會(huì)工作優(yōu)勢(shì)與局限的基礎(chǔ)上,提出如何改進(jìn)與促進(jìn)企業(yè)社工介入農(nóng)民工服務(wù)的建議,只有政府、社區(qū)、企業(yè)、媒體、NGO—NPO以及企業(yè)社工和農(nóng)民工自身的共同努力,才能使農(nóng)民工享受到應(yīng)有的服務(wù),增強(qiáng)歸屬感； 第六部分總結(jié)全文并指出研究的不足之處。
[Abstract]:With the modernization of China and the accelerated pace of industrialization, hundreds of millions of rural surplus labor has moved to the city, which has made great contributions to rural development and urban prosperity. Social services have an important role and significance for solving the problem of migrant workers, improving the quality of life of migrant workers and promoting the integration of migrant workers in cities, but because of civil rights. In the situation of government, enterprise, social level, the bridge of peasant workers and government, enterprises and social forces, caring for their production and life has become an important content of enterprise social work. This article explores the enterprise under the perspective of civil rights. The research on the social work involved in the service of migrant workers, through the literature collection, deep interview and comparative analysis, to understand the present situation of the service supply of migrant workers at the present stage, to introduce the objectives and contents of the social work involved in the service of the migrant workers, to clarify the advantages and limitations of the intervention of the enterprise social work, in order to put forward the construction of the social work of the enterprise. To serve the new pattern and new ideas of the system of migrant workers, it enriches the theoretical and practical research on the social work of enterprises and the problem of migrant workers. The specific contents of the thesis are as follows:
The first part of the introduction, first put forward the research background, purpose and significance of the subject, combing the relevant literature and defining the concept, and point out the theoretical basis of this research, research methods and innovation;
The second part discusses the current situation of migrant workers' service from four levels of government, enterprises, society and migrant workers, the lack of functions of the government departments, the lack of attention of enterprises, the low degree of specialization in the social level and the lack of awareness of the social work of the migrant workers.
The third part briefly introduces the objectives and contents of enterprise social workers' intervention in the service of migrant workers. The main goal is to broaden the political participation channels of migrant workers, to maintain their labor rights and interests and to strive for social welfare and security. At present, the main service has the basic rights and interests, social reeducation and professional training, and rich spiritual literature. There are five aspects of life, psychological counseling and interpersonal guidance, and the education of migrant workers' children.
The fourth part mainly analyzes the advantages and limitations of the enterprise social workers' intervention in the service of migrant workers. The enterprise social workers have the high attention of the state, the professional value concept, the scientific service method, the flexible role positioning, and the advantages of the multiple work mode, but there are also low social identity, lack of practical experience, lack of system design and difficult performance. The fifth part, based on the analysis of the advantages and limitations of the enterprise social work, puts forward some suggestions on how to improve and promote the social workers' intervention in the service of migrant workers. Only the joint efforts of the government, the community, the enterprise, the media, the NGO - NPO, the corporate social workers and the migrant workers themselves can make the migrant workers enjoy their enjoyment. The service that should be due, enhance the sense of belonging;
The sixth part summarizes the full text and points out the shortcomings of the research.
