【摘要】：改革開放30多年來,隨著我國(guó)社會(huì)、經(jīng)濟(jì)翻天覆地的變化,農(nóng)民工這一群體內(nèi)部結(jié)構(gòu)也已經(jīng)發(fā)生了量的變化并正進(jìn)行著質(zhì)的變化,出現(xiàn)了大量青年農(nóng)民工即本文研究的新生代農(nóng)民工。農(nóng)民工群體是伴隨著中國(guó)工業(yè)化、城市化和現(xiàn)代化進(jìn)程中這個(gè)時(shí)代的產(chǎn)物。進(jìn)入新世紀(jì)以來,隨著農(nóng)民工年齡結(jié)構(gòu)的更新?lián)Q代,新生代農(nóng)民工已經(jīng)成為我國(guó)勞動(dòng)力的重要組成部分,是我國(guó)農(nóng)民工的主力軍。他們的情況和問題受到了越來越多的關(guān)注。筆者以新生代農(nóng)民工為研究對(duì)象,以成都市兩個(gè)企業(yè)的新生代農(nóng)民工的調(diào)查問卷、國(guó)家統(tǒng)計(jì)局發(fā)布的分析報(bào)告和中華全國(guó)總工會(huì)的調(diào)研報(bào)告為主要參考數(shù)據(jù)資料,采用問卷調(diào)查法、文獻(xiàn)分析法、數(shù)量方法、比較分析法和觀察法等多種研究方法,分析研究當(dāng)前新生代農(nóng)民工的基本狀況和面臨的主要問題,然后對(duì)農(nóng)民工的問題進(jìn)行成因分析,最后給予了一些政策建議并得出本文結(jié)論及展望未來新生代農(nóng)民工的問題。力求幫助人們更加全面地了解新生代農(nóng)民工的狀況,為以后的學(xué)者研究提供一些數(shù)據(jù)支持。 統(tǒng)籌城鄉(xiāng)關(guān)系與創(chuàng)建和諧社會(huì)是構(gòu)建當(dāng)今社會(huì)的重要內(nèi)涵,農(nóng)民的問題是全面建設(shè)小康社會(huì)的重點(diǎn)和難點(diǎn)。農(nóng)民工既是統(tǒng)籌城鄉(xiāng)發(fā)展的主要對(duì)象更是“三農(nóng)”問題的主要對(duì)象；是建設(shè)中國(guó)特色社會(huì)主義事業(yè)的重要力量；農(nóng)民工問題是構(gòu)建社會(huì)主義和諧社會(huì)特別是建設(shè)社會(huì)主義新農(nóng)村中的一個(gè)重大的戰(zhàn)略問題。因此,以毛澤東思想、鄧小平理論和“三個(gè)代表”重要思想為指導(dǎo),按照科學(xué)發(fā)展觀的要求,前瞻性地、深入客觀地研究本課題具有重大的理論意義、實(shí)踐意義以及政治意義。 論文一共有五章內(nèi)容：第一章為緒論。主要介紹了研究的背景與研究的意義、研究的思路與研究的方法、以及研究的創(chuàng)新與不足,最后一節(jié)為文獻(xiàn)綜述。第二章為新生代農(nóng)民工的基本現(xiàn)狀分析。主要以調(diào)查問卷、國(guó)家統(tǒng)計(jì)局和中華全國(guó)總工會(huì)的數(shù)據(jù)為基礎(chǔ),對(duì)新生代農(nóng)民工的基本情況和對(duì)現(xiàn)狀的滿意度進(jìn)行分析。本章第三節(jié)為新生代農(nóng)民工和傳統(tǒng)農(nóng)民工的對(duì)比分析,第四節(jié)針對(duì)新生代農(nóng)民工進(jìn)行特殊性分析。第三章為新生代農(nóng)民工問題及成因研究。主要從人口素質(zhì)、就業(yè)、收入、犯罪、社會(huì)保障及市民化等方面進(jìn)行探討和闡述。根據(jù)農(nóng)民工問題分析原因所在,筆者認(rèn)為二元經(jīng)濟(jì)結(jié)構(gòu)仍是新生代農(nóng)民工問題的直接原因,二元戶籍制度是新生代農(nóng)民工問題的歷史原因。第四章為政策建議。建議主要從體制、政策、人口、經(jīng)濟(jì)及其社會(huì)等方面來提高農(nóng)民工的經(jīng)濟(jì)收入、工作生活環(huán)境、社會(huì)保障及其社會(huì)政治地位等。第五章為結(jié)論與展望。筆者認(rèn)為,新生代農(nóng)民工最大的特征就是沒有或缺少務(wù)農(nóng)經(jīng)歷,以至于他們會(huì)盡力留在城市,成為真正意義的產(chǎn)業(yè)工人。新生代農(nóng)民工的問題是眾多的、復(fù)雜的,在這些問題中很多問題又是相互交叉、相互聯(lián)系、相互影響的。筆者認(rèn)為,最主要的問題,還是新生代農(nóng)民工的經(jīng)濟(jì)收入問題。受環(huán)境的影響,新生代農(nóng)民工的人生觀、價(jià)值觀發(fā)生了很大改變,導(dǎo)致在職業(yè)期望、生活方式、留城意愿及務(wù)農(nóng)經(jīng)驗(yàn)等方面與傳統(tǒng)農(nóng)民工不同。他是中國(guó)城市化進(jìn)程中的歷史產(chǎn)物,是符合當(dāng)今經(jīng)濟(jì)社會(huì)發(fā)展的歷程。不管是傳統(tǒng)農(nóng)民工還是新生代農(nóng)民工,他都為中國(guó)的經(jīng)濟(jì)社會(huì)發(fā)展做出不可磨滅的貢獻(xiàn),他終究會(huì)隨著社會(huì)發(fā)展的歷史長(zhǎng)河而消失。 第二章、第三章、第四章為本文的主要內(nèi)容,占據(jù)的篇幅較長(zhǎng)。第二章的標(biāo)題為新生代農(nóng)民工基本情況分析。第一節(jié)為被調(diào)查對(duì)象的基本情況分析。筆者根據(jù)調(diào)查問卷主要從年齡結(jié)構(gòu)、月收入情況、月消費(fèi)情況、文化程度、務(wù)農(nóng)經(jīng)歷情況、在外務(wù)工時(shí)間等方面對(duì)調(diào)查對(duì)象進(jìn)行分析。第二節(jié)為被調(diào)查對(duì)象對(duì)現(xiàn)狀滿意度情況分析。筆者根據(jù)調(diào)查問卷主要從政府關(guān)注新生代農(nóng)民工的各種方式、工資能否維持自己的生活、是否愿意回家就業(yè)(創(chuàng)業(yè))、不愿意回家就業(yè)(創(chuàng)業(yè))的主要原因、在外務(wù)工認(rèn)為能為回家就業(yè)(創(chuàng)業(yè))創(chuàng)造最大的優(yōu)勢(shì)等方面進(jìn)行分析。第三節(jié)為新生代農(nóng)民工與傳統(tǒng)農(nóng)民工的比較分析。包括了文化程度的比較、婚姻狀況的比較、融入城市的比較、收入情況比較、消費(fèi)情況的比較。第四節(jié)為新生代農(nóng)民工的特殊性分析。筆者認(rèn)為主要呈現(xiàn)以下特征：新生代農(nóng)民工基本不懂農(nóng)業(yè)生產(chǎn),務(wù)農(nóng)經(jīng)歷很是缺乏；新生代農(nóng)民工從業(yè)主要集中在制造業(yè),從事建筑業(yè)比例降低明顯；新生代農(nóng)民工務(wù)工的勞動(dòng)強(qiáng)度仍較大,而收入水平整體較低；新生代農(nóng)民工年齡普遍偏低,在外打工時(shí)間較短；新生代農(nóng)民工在外的平均消費(fèi)較高,消費(fèi)結(jié)構(gòu)有所變化；新生代農(nóng)民工對(duì)未來期望較高,渴望改變現(xiàn)狀等特征。 第三章為新生代農(nóng)民工問題及成因研究,是本文的主要內(nèi)容。本章分為兩節(jié)。第一節(jié)為新生代農(nóng)民工的問題研究。其中包括：新生代農(nóng)民工人口素質(zhì)問題研究、新生代農(nóng)民工就業(yè)問題研究、新生代農(nóng)民工收入問題研究、新生代農(nóng)民工犯罪問題研究、新生代農(nóng)民工社會(huì)保障問題研究和新生代農(nóng)民工市民化問題研究等。在新生代農(nóng)民工人口素質(zhì)問題研究方面,筆者主要從新生代農(nóng)民工的身體素質(zhì)、新生代農(nóng)民工的科學(xué)文化素質(zhì)和新生代農(nóng)民工的思想道德素質(zhì)進(jìn)行研究。在新生代農(nóng)民工就業(yè)問題研究方面,筆者首先從就業(yè)的涵義出發(fā),闡述了新生代農(nóng)民工就業(yè)目前存在的問題主要有：缺乏專業(yè)技能培訓(xùn)、缺乏科學(xué)的就業(yè)服務(wù)體系、就業(yè)體制不健全、勞動(dòng)權(quán)益保護(hù)制度不健全以及勞動(dòng)合同執(zhí)行不規(guī)范等問題。在新生代農(nóng)民工收入問題研究方面,首先根據(jù)調(diào)查數(shù)據(jù),證明了新生代農(nóng)民工整體收入水平較低已是一個(gè)不爭(zhēng)的事實(shí)。主要從行業(yè)收入水平差異較大、農(nóng)民工勞動(dòng)投入與收益不均衡等問題來探討。在新生代農(nóng)民工犯罪問題研究方面,也是首先根據(jù)較多的數(shù)據(jù)表明,新生代農(nóng)民工犯罪問題已是相當(dāng)嚴(yán)重。主要從新生代農(nóng)民工的犯罪和傳統(tǒng)農(nóng)民工的犯罪的差異、新生代農(nóng)民工犯罪具有鮮明的特點(diǎn)以及環(huán)境對(duì)新生代農(nóng)民工犯罪的影響來研究。在新生代農(nóng)民工社會(huì)保障問題研究方面,根據(jù)資料數(shù)據(jù),闡述了新生代農(nóng)民工的社會(huì)保險(xiǎn)參保率較低、社會(huì)保險(xiǎn)連續(xù)性情況較差、在不同行業(yè),農(nóng)民工的社會(huì)保障水平有很大的不同。分析現(xiàn)有制度對(duì)新生代農(nóng)民工社保關(guān)系的轉(zhuǎn)移具有層層阻礙、社會(huì)保障對(duì)新生代農(nóng)民工的消費(fèi)情況的影響以及成都的一些相關(guān)政策的出臺(tái)及實(shí)施。在新生代農(nóng)民工市民化問題研究方面,筆者主要從制度層面、公民的權(quán)利、居住住所、新生代農(nóng)民工的邊緣狀態(tài)等進(jìn)行研究。本章第二節(jié)為新生代農(nóng)民工問題的成因研究。分析研究新生代農(nóng)民工問題的成因,有助于更加深刻認(rèn)識(shí)新生代農(nóng)民工、有助于解決新生代農(nóng)民工的問題,進(jìn)一步為本文最后一章的政策建議提供有力依據(jù)。主要有三小節(jié),第一節(jié)為城市化發(fā)展中的歷史經(jīng)驗(yàn)及當(dāng)今經(jīng)濟(jì)社會(huì)發(fā)展的客觀需要；第二節(jié)為二元經(jīng)濟(jì)結(jié)構(gòu)仍是新生代農(nóng)民工問題的直接原因；第三節(jié)為二元戶籍制度是新生代農(nóng)民工問題的歷史原因。 第四章為對(duì)策建議。筆者主要從建立工資正常增長(zhǎng)機(jī)制,提高最低工資標(biāo)準(zhǔn)；改善新生代農(nóng)民工的居住狀況,改善工作環(huán)境；健全新生代農(nóng)民工的社會(huì)保障制度；加快統(tǒng)籌城鄉(xiāng)發(fā)展,取消城鄉(xiāng)二元戶籍制度；提高新生代農(nóng)民工的社會(huì)政治地位,推行基本公共服務(wù)均等化；新生代農(nóng)民工的自我發(fā)展和完善等6個(gè)方面進(jìn)行闡述。 本文的一些貢獻(xiàn)。首先,筆者通過實(shí)地調(diào)查問卷,利用多種研究方法對(duì)新生代農(nóng)民工進(jìn)行總體把握的研究。其次,利用多個(gè)數(shù)據(jù)資料進(jìn)行分析。既運(yùn)用調(diào)查問卷對(duì)成都市新生代農(nóng)民工進(jìn)行分析研究又利用國(guó)家統(tǒng)計(jì)局和中華全國(guó)總工會(huì)最新發(fā)布的數(shù)據(jù)對(duì)全國(guó)新生代農(nóng)民工進(jìn)行分析研究。既進(jìn)行了新生代農(nóng)民工和傳統(tǒng)農(nóng)民工的對(duì)比分析,又針對(duì)新生代農(nóng)民工進(jìn)行了特殊性分析。最后,作為碩士論文較全面的分析了新生代農(nóng)民工的各種問題及原因,得出了結(jié)論并對(duì)未來的新生代問題進(jìn)行展望。
[Abstract]:Since the reform and opening - up over 30 years , the internal structure of migrant workers has changed greatly with the social and economic changes of our country .

Coordinating the relationship between urban and rural areas and creating a harmonious society is an important connotation of building a well - off society in today ' s society . The problem of farmers is the focus and difficulty of building a well - off society in a comprehensive way .
It is an important force to build socialism with Chinese characteristics ;
The problem of migrant workers is a major strategic issue in the construction of socialist harmonious society , especially in the construction of new socialist countryside . Therefore , based on Mao Zedong Thought , Deng Xiaoping Theory and the important thought of " Three Represents " , it is of great theoretical significance , practical significance and political significance to study the subject objectively and objectively according to the requirements of scientific development view .
