【摘要】：作為近代文明的產(chǎn)物,社會(huì)福利代表著人類(lèi)對(duì)幸福生活的永恒追求。西方社會(huì)福利思想的不斷發(fā)展推動(dòng)了世界社會(huì)福利事業(yè)發(fā)展的進(jìn)程。當(dāng)代西方社會(huì)福利思潮是當(dāng)代西方國(guó)家在社會(huì)福利領(lǐng)域的主流思想,是當(dāng)代西方國(guó)家社會(huì)福利制度建立和發(fā)展的理論基礎(chǔ)。當(dāng)代西方社會(huì)福利思潮研究是關(guān)于當(dāng)代西方發(fā)達(dá)國(guó)家社會(huì)福利理論的探索。這一課題的探究,有助于體現(xiàn)社會(huì)福利的真正價(jià)值,為提高人類(lèi)生活質(zhì)量提供理論支持;有助于推動(dòng)各國(guó)社會(huì)福利體制的改革和發(fā)展,為社會(huì)公平與正義的實(shí)現(xiàn)提供制度保障;有助于社會(huì)福利實(shí)務(wù)的發(fā)展,為社會(huì)福利理論迅速有效地在實(shí)踐中運(yùn)用并解決問(wèn)題提供實(shí)現(xiàn)路徑。 社會(huì)福利是一個(gè)內(nèi)涵豐富的范疇,其本身具有特定的意識(shí)形態(tài)基礎(chǔ)和價(jià)值目標(biāo)指向。社會(huì)福利思想擁有深厚的歷史淵源和豐富的理論內(nèi)涵,對(duì)其發(fā)展演變的綜述是研究當(dāng)代西方社會(huì)福利思潮的基礎(chǔ),對(duì)其發(fā)展趨勢(shì)的論述為本文的研究提供了方向。政府主導(dǎo)型社會(huì)福利思潮、市場(chǎng)主導(dǎo)型社會(huì)福利思潮和混合型社會(huì)福利思潮是當(dāng)代西方國(guó)家社會(huì)福利思潮的三種主要流派。本文在對(duì)三種主要流派進(jìn)行詳細(xì)闡述的基礎(chǔ)上,運(yùn)用馬克思主義的社會(huì)福利思想分析和評(píng)價(jià)當(dāng)代西方社會(huì)福利思潮,提出它既具有經(jīng)濟(jì)、政治、社會(huì)方面的價(jià)值,又有不可克服的歷史局限。 研究西方社會(huì)福利理論的終極目標(biāo)是指導(dǎo)社會(huì)福利實(shí)踐。當(dāng)前我國(guó)正處于社會(huì)改革的關(guān)鍵期,也是各種社會(huì)矛盾的凸顯期,如何運(yùn)用社會(huì)福利這一平衡器協(xié)調(diào)好社會(huì)各階層的關(guān)系,實(shí)現(xiàn)普遍的社會(huì)公平與正義,是擺在我國(guó)政府面前的一項(xiàng)重要議題。目前我國(guó)的社會(huì)保障制度仍存在保障范圍窄、程度淺、質(zhì)量低等問(wèn)題,社會(huì)福利體制的改革和發(fā)展仍然任重道遠(yuǎn)。本文在科學(xué)評(píng)析當(dāng)代社會(huì)福利思潮的基礎(chǔ)上,系統(tǒng)論述當(dāng)代西方社會(huì)福利思潮對(duì)我國(guó)社會(huì)福利發(fā)展的現(xiàn)實(shí)啟示,即在構(gòu)建和改革社會(huì)福利體制的過(guò)程中,應(yīng)當(dāng)堅(jiān)持政府主導(dǎo),注重市場(chǎng)調(diào)節(jié)、鼓勵(lì)非政府組織參與、實(shí)施社區(qū)互動(dòng)的多種主體參與模式,積極推動(dòng)社會(huì)福利的社會(huì)化、多元化發(fā)展。
[Abstract]:As the product of modern civilization, social welfare represents the eternal pursuit of happy life. The constant development of the western social welfare thought promotes the development of the world social welfare. The trend of contemporary western social welfare is the mainstream thought in the field of social welfare in contemporary western countries and the theoretical basis for the establishment and development of social welfare system in contemporary western countries. The research of contemporary western social welfare trend is the exploration of social welfare theory in contemporary western developed countries. The research of this topic is helpful to embody the real value of social welfare, to provide theoretical support for improving the quality of human life, to promote the reform and development of social welfare system in various countries, and to provide institutional guarantee for the realization of social equity and justice. It is helpful to the development of social welfare practice and provides a way to solve the problems in practice. Social welfare is a category with rich connotation, which has its own ideological basis and value goal. The social welfare thought has profound historical origin and rich theoretical connotation. The summary of its development and evolution is the basis of studying the contemporary western social welfare thoughts. The discussion of its development trend provides the direction for the research of this article. Government-led social welfare, market-oriented social welfare and mixed social welfare are the three main schools of social welfare in contemporary western countries. On the basis of expounding the three main schools of thought, this paper analyzes and evaluates the contemporary western social welfare thoughts by using the Marxist social welfare thought, and points out that it has economic, political and social values. There are also insurmountable historical limitations. The ultimate goal of studying western social welfare theory is to guide social welfare practice. At present, our country is in the critical period of social reform, and it is also the prominent period of various social contradictions. How to use the balance of social welfare to coordinate the relations of all social strata and realize universal social equity and justice, It is an important issue before our government. At present, the social security system in our country still has some problems, such as narrow scope, shallow degree and low quality, so the reform and development of social welfare system still have a long way to go. On the basis of scientific analysis of contemporary social welfare thoughts, this paper systematically discusses the realistic enlightenment of contemporary western social welfare thoughts to the development of social welfare in China, that is, in the process of constructing and reforming the social welfare system, the government should insist on leading by the government. We should pay attention to market regulation, encourage the participation of non-governmental organizations, implement the multi-subject participation mode of community interaction, and actively promote the socialization and diversified development of social welfare.
