【摘要】：哲學社會科學是推動歷史發(fā)展和社會進步的重要力量,隨著社會大變革時代的到來,哲學社會科學研究也迎來了更多的機遇和挑戰(zhàn)。社科管理工作的優(yōu)劣,直接影響著社科研究能否出成果、出好成果。如何提高項目管理效益,引發(fā)了社會各界的研究和探討,不論是研究選題的導向性和科學性、立項評審的公正性和客觀性、中期管理的有效性和可操作性、成果轉(zhuǎn)化的深入性和拓展性等,研究者從多個角度剖析問題存在的原因,也提出了不少對策建議。社會科學界對全方位提高項目管理水平寄予很高的期待,如何切實改善項目管理工作,需要項目管理工作者更多的研究和實踐。安徽省哲學社會科學規(guī)劃項目管理工作的完善與創(chuàng)新對于推動安徽省哲學社會科學工作健康發(fā)展有著非常重要的意義。本課題從項目全過程管理的視角出發(fā),應用公共管理專業(yè)理論知識,全面回顧了省社科規(guī)劃項目發(fā)展歷程,系統(tǒng)梳理了項目管理相關(guān)規(guī)章制度、項目管理的具體舉措以及目前取得的管理成效。通過對申報立項、結(jié)項辦理、成果推廣等管理數(shù)據(jù)的綜合分析,整理出目前項目管理中存在的問題,如申報數(shù)量質(zhì)量呈下降趨勢、按期結(jié)項率較低、標志性成果較少和立項結(jié)項工作周期較長等,并針對性提出要加大申報動員力度、加強中期管理、優(yōu)化管理體系和提高項目管理信息化水平等,從而全方位提高安徽省哲學社會科學規(guī)劃項目管理效率。
[Abstract]:Philosophy and social science is an important force to promote the development of history and social progress. With the arrival of the era of great social change, the research of philosophy and social science has also ushered in more opportunities and challenges. The merits and demerits of social science management directly affect whether the social science research can produce good results. How to improve the benefit of project management has aroused the research and discussion from all walks of life, whether it is the orientation and science of research topics, the impartiality and objectivity of project evaluation, the effectiveness and maneuverability of medium-term management. The author analyzes the causes of the problem from many angles and puts forward some countermeasures and suggestions. The social scientific circles have high expectation to improve the level of project management. How to improve the project management needs more research and practice. The improvement and innovation of the project management of philosophy and social science planning in Anhui Province is of great significance to promote the healthy development of philosophy and social science work in Anhui Province. From the point of view of the whole process management of the project, this paper comprehensively reviews the development course of the provincial social science planning project, systematically combs the relevant rules and regulations of the project management, and applies the theory knowledge of the public management specialty to review the development course of the provincial social science planning project. The specific measures of project management and the current management results. Through the comprehensive analysis of the management data, such as the application and establishment of the project, the processing of the final item and the popularization of the results, the problems existing in the current project management are sorted out, such as the declining trend of the quantity and quality of the declaration, and the low rate of the scheduled closing item, There are few iconic achievements and a long work cycle, and it is pointed out that we should strengthen the application mobilization, strengthen the medium-term management, optimize the management system and improve the level of information of project management, etc. So as to improve Anhui philosophy and social science planning project management efficiency.
