【摘要】：殘疾兒童是特殊的弱勢(shì)群體，比一般的人更需要幫助。從我國目前的發(fā)展情況來看，大多數(shù)殘疾兒童還是生活在自己的家庭中，家庭承擔(dān)著孩子的照顧和康復(fù)等一系列事務(wù)。對(duì)殘疾兒童的家庭給予幫助，修復(fù)家庭破損的功能，其實(shí)就是在幫助殘疾兒童。對(duì)殘疾兒童家庭困境和家庭政策的研究，能夠更好地支持家庭，幫助殘疾兒童家庭早日走出困境。 本文主要通過訪談法和文獻(xiàn)法獲得研究資料，采用定性分析的方法對(duì)資料進(jìn)行處理分析。我國家庭政策的不完善是造成殘疾兒童家庭困境的原因之一。家庭補(bǔ)貼不足無法緩解殘疾兒童家庭的經(jīng)濟(jì)壓力，社區(qū)照顧與家庭服務(wù)缺失無法減輕家庭成員身心壓力，康復(fù)教育政策落實(shí)不到位加大殘疾兒童康復(fù)教育難度。 我國殘疾兒童家庭面臨著經(jīng)濟(jì)困境、照顧者的困境、殘疾兒童康復(fù)困境和教育困境。首先，殘疾兒童家庭面臨著巨大的經(jīng)濟(jì)壓力。高昂的康復(fù)費(fèi)用支出對(duì)于大多數(shù)家庭來說無力承擔(dān)，很多家庭還不得不向親戚朋友借款，一些殘疾兒童照顧者直接選擇辭去工作專心照顧孩子，使得家庭收入下降。其次，殘疾兒童家庭照顧者身心疲憊。殘疾兒童照顧者感覺到十分的沮喪與痛苦，他們的社會(huì)交往圈逐漸萎縮，將自己禁錮在了孩子的周圍。最后，家庭照顧者對(duì)殘疾兒童康復(fù)教育無所適從。一些殘疾兒童照顧者對(duì)康復(fù)的內(nèi)容以及康復(fù)機(jī)構(gòu)的安排不了解。殘疾兒童進(jìn)入普通學(xué)校學(xué)習(xí)難以適應(yīng)，進(jìn)入特殊教育學(xué)校學(xué)習(xí)的名額有限。 最后，本文通過對(duì)國外和港臺(tái)家庭政策中兒童福利和家庭政策法規(guī)、殘疾兒童津貼、父母的工作福利、社區(qū)照顧與家庭服務(wù)方面的梳理，，提出探索完善我國殘疾兒童家庭政策的建議。
[Abstract]:Children with disabilities are a special vulnerable group and need more help than the average person. From the current situation of development in China, most disabled children still live in their own families, the family is responsible for the care and rehabilitation of children and a series of things. Helping disabled children's families and repairing their damaged functions is actually helping disabled children. The research on the family predicament and family policy of children with disabilities can better support the family and help families with disabilities to get out of the predicament as soon as possible. In this paper, the research data are obtained by interview and literature, and the qualitative analysis is used to process the data. The imperfection of family policy is one of the reasons for the family plight of disabled children. The lack of family subsidy can not alleviate the economic pressure of disabled children, the lack of community care and family services can not alleviate the mental and physical pressure of family members, and the implementation of rehabilitation education policy is not in place to increase the difficulty of rehabilitation education for disabled children. Families of disabled children in China are faced with economic difficulties, carers' plight, disabled children's rehabilitation dilemma and educational difficulties. First, families of disabled children face enormous economic pressure. The high cost of rehabilitation is unaffordable for most families, many of them have to borrow from relatives and friends, and some disabled child carers choose to quit their jobs and focus on their children, causing their incomes to fall. Secondly, the disabled child family caregivers are physically and mentally exhausted. The carers of disabled children feel very depressed and painful, their social circle gradually shrinks, and they are confined around their children. Finally, family caregivers are at a loss about rehabilitation education for disabled children. Some caregivers for children with disabilities do not understand the content of rehabilitation and the organization of rehabilitation. Children with disabilities are difficult to adapt to ordinary schools and have limited access to special education schools. Finally, this paper reviews the child welfare and family policies and regulations, disabled children's allowances, parents' work benefits, community care and family services in foreign and Hong Kong and Taiwan family policies. Some suggestions are put forward to improve the family policy of disabled children in China.
