【摘要】：社區(qū)是經(jīng)濟(jì)、社會(huì)發(fā)展的必然產(chǎn)物,在社會(huì)管理中的地位正逐漸增強(qiáng)。由于城市化進(jìn)程的日趨加快,黨和政府已逐漸認(rèn)識(shí)到政治民主化是社會(huì)建設(shè)與發(fā)展的重中之重,城市社區(qū)則漸漸成為中國民主建設(shè)的戰(zhàn)略性空間,城市社區(qū)基層民主也成為中國民主發(fā)展的新生長點(diǎn)。城市社區(qū)居民自治是社區(qū)基層民主的高級形式,也是社區(qū)建設(shè)的核心和終極目標(biāo)。 然而,由于長期受計(jì)劃經(jīng)濟(jì)體制的影響,我國一直采取自上而下“單位制”的行政管理模式,城市社區(qū)建設(shè)中面臨著許多難以回避的問題,成為制約城市社區(qū)基層民主發(fā)展的瓶頸。因此,如何促進(jìn)社區(qū)基層民主發(fā)展,完善城市社區(qū)居民自治,是擺在我們面前的一個(gè)重大課題。 首先,本文從社區(qū)居民自治的理論基礎(chǔ)入手,分析了治理理論、善治理論和民主自治理論。 其次,本文對我國城市社區(qū)基層民主的興起與嬗變進(jìn)行分析。介紹了我國城市社區(qū)基層民主建設(shè)興起的背景,回顧我國城市社區(qū)基層民主的發(fā)展歷史,著重分析國內(nèi)城市社區(qū)基層民主的現(xiàn)有實(shí)踐模式。 再次,本文對目前我國城市社區(qū)基層民主發(fā)展的問題及其原因進(jìn)行分析。從社區(qū)管理機(jī)制、運(yùn)行機(jī)制、參與機(jī)制三個(gè)方面尋找制約實(shí)現(xiàn)社區(qū)居民自治的問題,并對導(dǎo)致產(chǎn)生這些問題的原因進(jìn)行深刻的分析。 最后一部分是對我國城市社區(qū)居民自治漸進(jìn)式發(fā)展的構(gòu)想。首先探討適合現(xiàn)階段我國國情的城市社區(qū)居民自治的模式：政府引導(dǎo)與社區(qū)自治相結(jié)合的合作型治理模式。隨后,提出了從發(fā)揮政府引導(dǎo)作用、培育社區(qū)自治組織、擴(kuò)大社區(qū)參與三大方面促進(jìn)城市社區(qū)居民自治漸進(jìn)式發(fā)展的建議。
[Abstract]:Community is the inevitable outcome of economic and social development, and its position in social management is gradually strengthened. As the process of urbanization accelerates day by day, the Party and the government have gradually realized that political democratization is the most important part of social construction and development, and the urban community has gradually become the strategic space for China's democratic construction. Grassroots democracy in urban communities has also become a new growth point for the development of democracy in China. Urban community-resident autonomy is a high-level form of community-level democracy and the core and ultimate goal of community construction. However, due to the influence of the planned economic system for a long time, our country has been adopting the "unit system" administration mode from top to bottom, and the construction of urban community is faced with many unavoidable problems. It has become a bottleneck restricting the development of grassroots democracy in urban communities. Therefore, how to promote the development of community democracy and improve the autonomy of urban community residents is a major issue before us. Firstly, this paper analyzes the theory of governance, good governance and democratic autonomy. Secondly, this paper analyzes the rise and evolution of grassroots democracy in urban communities. This paper introduces the background of the rise of grass-roots democracy in urban communities in China, reviews the history of the development of grass-roots democracy in urban communities, and emphatically analyzes the existing practice models of grass-roots democracy in urban communities in China. Thirdly, this paper analyzes the problems and causes of the development of grass-roots democracy in urban communities. From three aspects of community management mechanism, operation mechanism and participation mechanism, this paper looks for the problems that restrict the realization of community residents' autonomy, and makes a profound analysis of the causes that lead to these problems. The last part is the conception of gradual development of urban community residents' autonomy. Firstly, this paper discusses the mode of urban community residents' autonomy, which is suitable for the present situation of our country: the cooperative governance model of the combination of government guidance and community autonomy. Then, the paper puts forward some suggestions to promote the gradual development of urban community residents' autonomy from three aspects: giving full play to the guiding role of the government, cultivating the community autonomy organizations, and expanding the community participation.
