【摘要】：利益集團(tuán)是指具有共同利益或目標(biāo)的社會(huì)成員為了一定目的而聯(lián)合起來影響政府政策的有組織的集團(tuán)。它不僅存在于美國(guó)的政治之中,在世界上許多國(guó)家也受到了利益集團(tuán)不同程度的影響,不過與世界上的其他國(guó)家相比,美國(guó)是利益集團(tuán)最多,對(duì)政府決策影響最為突出的國(guó)家。 從利益集團(tuán)這一著眼點(diǎn)入手,我們可以很好的了解美國(guó)的政治過程。它是美國(guó)民主的具體體現(xiàn)形式,美國(guó)的憲法使利益集團(tuán)在美國(guó)以合法身份存在。在美國(guó)的政治生活中它是無孔不入,介入美國(guó)的立法、行政和司法過程,對(duì)聯(lián)邦政府法律的出臺(tái)和政策的制定都存在相當(dāng)大的影響。因此,要深入的了解美國(guó)的內(nèi)外政策,不僅要注意政府的動(dòng)向,還要了解美國(guó)的利益集團(tuán)。 本文依此脈絡(luò),首先對(duì)美國(guó)的利益集團(tuán)本身作了詳細(xì)的論述。在了解美國(guó)利益集團(tuán)的基礎(chǔ)上,分析了其在美國(guó)政治生活的作用與表現(xiàn)。對(duì)美國(guó)利益集團(tuán)的詳盡分析與概述,是我們了解其對(duì)美國(guó)政府決策的基礎(chǔ)。在深入論述利益集團(tuán)影響美國(guó)政府決策的方式與途徑之后,通過兩個(gè)具體案例分析了美國(guó)利益集團(tuán)對(duì)美國(guó)內(nèi)對(duì)政策的具體影響,使利益集團(tuán)政治的理論與實(shí)踐完美的結(jié)合了起來。這樣才能更好的了解利益集團(tuán)在美國(guó)政府決策中的影響。最后,我們對(duì)美國(guó)利益集團(tuán)的影響從正反兩方面做了做了客觀的評(píng)述。以此來使人們對(duì)美國(guó)利益集團(tuán)對(duì)美國(guó)政治的影響作出客觀而公正的評(píng)價(jià)。總體看來,人們對(duì)利益集團(tuán)在美國(guó)的存在是褒貶不一,但是,本文還是傾向于利大于弊。畢竟,它在美國(guó)的民主進(jìn)程中起了不可或缺的作用,已經(jīng)成為美國(guó)民主的一部分,在客觀上也促進(jìn)了美國(guó)的繁榮與穩(wěn)定。
[Abstract]:Interest group is a common interest or target members of society for a certain purpose combine to influence government policy organized group. It not only exists in the politics of the United States, many countries in the world have also been affected by interest groups in different degree, but compared with other countries in the world, the United States is the interest group the most, the most prominent national influence on the decision-making of the government.
Starting from the interest groups, we can well understand the American political process. It is embodied in the form of American democracy, the constitution of the United States that interest groups exist in the legal status in the United States. In the United States in the political life of it is involved in the American legislation, get in by every opening, administrative and judicial process, the formulation of federal the government laws and policies have considerable influence. Therefore, we should deeply understand the American domestic and foreign policies, not only to pay attention to the movements of the government, but also understand the American interests.
In this paper, in this context, the American interest group is discussed in detail. Based on understanding the American interest group, to analyze the role and performance of American political life. Detailed analysis and overview of American interest group, we understand the basis of the U.S. government decision-making. In the United States after the government decision-making the mode and way of in-depth discussion of the impact of interest groups, through two cases of American interest groups on the specific impact of the policy of the United States, the perfect combination of theory and practice of interest group politics. Thus we can better understand the effects of interest groups in the United States government decision-making. Finally, our impact on the U.S. interest groups make objective comment from two sides. In order to make the people of American interest groups impact on American politics make objective and fair evaluation. Overall, the interest groups in the United States are mixed, but this tendency is outweighs the disadvantages. After all, it played an indispensable role in the American democratic process, has become a part of American democracy, the objective is also to promote the prosperity and stability of the United States.
