【摘要】：在網(wǎng)絡輿論事件引導中,傳統(tǒng)的網(wǎng)絡屏蔽、網(wǎng)絡評論等"物理手段"正面臨著倫理、技術、效果等多重挑戰(zhàn)。新時期可以通過范式創(chuàng)新,在科學研判輿情多元屬性規(guī)律、利益博弈規(guī)律、自然衰變規(guī)律基礎上,規(guī)范網(wǎng)絡輿論引導的管理流程,加快負面輿情的衰變速度,減少輿論的消極影響。在宏觀網(wǎng)絡輿情生態(tài)治理中,應當標本兼治,推動網(wǎng)絡輿情由運動式管理、應急式管理,轉(zhuǎn)向輿論生態(tài)的整體治理、綜合治理,推動國際互聯(lián)網(wǎng)輿論生態(tài)的合作治理、國內(nèi)互聯(lián)網(wǎng)輿論生態(tài)的規(guī)則治理和自組織引導相結合,強化網(wǎng)絡輿論圈層自凈能力,維護并推動網(wǎng)絡輿論生態(tài)系統(tǒng)的多元穩(wěn)定和可持續(xù)發(fā)展。
[Abstract]:In the event of network public opinion guide, the traditional network shield, comments and other "physical means" is facing ethics, technology, effect of multiple challenges. The new period through the paradigm of innovation, in the scientific evaluation of public opinion multiple attributes of law, interests of the game rules and basic rules of natural decay, standardize the network public opinion to guide the management process to speed up the decay rate of the negative public opinion, to reduce the negative impact of public opinion. In the macro network public opinion in ecological management, should administer thoroughly, promote the network public opinion by the sports management, emergency management, to the overall opinion of ecological governance, integrated governance, promote cooperation in international Internet Governance of media ecology, ecological governance rules of domestic Internet public opinion self organization and guidance combined to strengthen the network of public opinion circle to maintain and promote diversified self purification capacity, stability and sustainable development of the network public opinion of the ecosystem.
